Background / History
The Imperium encountered by the Transmigrators is a decaying but vast human polity. In 740.M41, the Piaerde Sector alone contains twelve Imperial civilized worlds, while the wider state remains slow to respond even to a Deathwatch-coded distress situation. 13
Romulus identifies the Imperium’s central weakness as administration rather than industrial capacity: its social structure and management leave much of its productivity underused. His reforms seek to combine Astartes efficiency with civilian and factional participation rather than place all political and military authority in Astartes hands. 191
The Dawn Fleet initially expands its influence by clearing threats, responding to distress calls, studying local systems, and offering political guidance rather than immediately purging or annexing sectors. In the Dawn Sector, its investigations uncover noble corruption, privatized planetary defense forces, and Ecclesiarchy officials exploiting the lower classes. 213
Following the Cadia campaign, the Wings of Dawn converts military victory into institutional control: it restructures the Adeptus Mechanicus, directly administers key node planets, builds a new Eye of Terror defense system, and extends human power projection. 474
