Chu Fei looked around. This was a small plaza, its rough concrete ground badly weathered.
Beneath the flagpole, an instructor in his forties stared at his watch.
Near the hillside to the north stood a row of broad benches and strange wooden frames. Four muscular old men were playing chess there.
Teenagers kept arriving, panting for breath.
Suddenly, the instructor beneath the flagpole looked up and said coldly, "Time's up! Seventeen arrived. Ten failed."
After waiting a while longer, Cao Liwen came up, herding several boys and girls toward the benches.
The four old men rose. Two of them came before the group, seized a boy by the arms, dragged him onto a bench, and pinned him down.
One old man took out... a two-meter-long whip.
Chu Fei's eyes widened. A real Discipline Whip!
The old man snapped the whip, producing a crisp explosive crack. The boy screamed in terror and struggled.
The old man sneered. "Let me teach you a lesson: fall behind, and you get beaten!"

A crack that made teeth ache erupted.
The boy's head snapped back at an exaggerated angle, his mouth hanging wide open, his eyes bulging as his entire body convulsed violently. A hoarse rattling came from his throat, yet he could not even scream.
Chu Fei's heart clenched hard. His scalp tingled as an indescribable terror exploded within him.
Three more lashes fell in quick succession, and the boy rolled to the ground, twitching.
The two old men walked toward the next boy.
Screams, wails, and pleas for mercy erupted. Some even tried to run.
But where could they run to?
Before long, ten twitching figures lay on the ground—some screaming miserably, some bawling, some vomiting, some wetting themselves. It had everything.
The old men put away their "Discipline Whips" and left chatting and laughing.
