Founding and Establishment
Zhou Yi proposed a divine administration modeled on a mortal court: laws would govern the system, a Heavenly Emperor would lead all gods, and great and lesser gods would oversee matters including mountains, rivers, wind, rain, good, and evil. Grandmaster Guangwei accepted the proposal and Zhou Yi named the institution the Celestial Court 316.
The project was intended to consolidate scattered mortal beliefs in gods and immortals, reducing the influence of evil gods while reorganizing divine positions and ranks into one system. Its supporters also viewed Incense Deification as the prevailing path for the Eastern Divine Continent and a source of merit for future ascension 317.
The seventy-two Human Immortal ancestors refined the Deification Roll and determined the highest divine offices. Zhou Yi proposed Emperor Yuanding, an outsider to the Three Teachings, as the first Heavenly Emperor so that no single teaching would directly control the throne 317 325.
Foundation of the Blessed Land
The Court's seat was built in a ten-thousand-li region at the continent's center. Human Immortals gathered small Spirit Veins from across the Eastern Divine Continent, used them as restrictions, and combined them with a Spirit Binding Array to create an artificial Spirit Mountain and Blessed Land 322.

Hierarchy
The Celestial Court is headed by the Heavenly Emperor, followed by the Four Directional Emperors and the heads of its major divisions. The original Deification Roll contained more than 1,800 names, with roughly eighty percent holding middle-rank offices 325.

Heavenly Laws and Administration
The Celestial Court was founded on the separation of immortals and mortals. Sect disciples were ordered back to their mountains, cultivator rulers and officials were to abdicate in favor of mortals, and cultivators were forbidden from casually displaying divine power in the mortal world 322 325.
The first formal Heavenly Laws regulated the conduct of gods and immortals. Minor offenses could result in a month in the Heavenly Prison, major crimes could bring up to a hundred years of imprisonment, and the most serious violations were punishable by the scattering of the offender's soul on the Execution Platform 325.
- Cultivators cannot freely transmit cultivation methods without an Immortal Register issued by the Celestial Court 317.
- Unauthorized use of spells to deceive mortals, gather incense, or cause harm is subject to arrest or execution 322 326.
- Mountain Gods, River Gods, Land Gods, and other local deities administer mortal regions under the Court's authority 326.
- Spiritual herbs and resources in territories marked by local gods belong to the Celestial Court; private harvesting is treated as theft 339.
- By the later Heavenly Emperor era, the Court had accumulated more than one million Heavenly Laws 342.
Incense, Merit, and Immortal Registers
The Court centralizes incense wish power across the Eastern Divine Continent. Wish Power Pearls are distributed selectively: gods who reach Spirit Transformation and enter the upper three ranks can receive sufficient pearls to condense true god bodies, while rank, merit, and willingness to ascend affect eligibility 317.
Merit is stored by the Celestial Court and may be used by cultivators who independently reach the Void Return realm to support their ascension to the Immortal Realm 317.
The Immortal Register also allows the Court to identify and control cultivators with potential. Zhou Yi and Grandmaster Guangwei regarded the register as a means to bring the world's talented cultivators under Celestial Court oversight 317.
History
First Deification and Consolidation
After more than a century of preparations, the Celestial Court was formally established. Zhou Yi recited the Deification Roll at the central altar, appointing Emperor Yuanding as Heavenly Emperor before conferring the remaining offices 325.
The first years were marked by resistance from rogue cultivators, whose interests were directly harmed by the Heavenly Laws. The Heavenly Emperor ordered the Grand Duke Department to jointly patrol the continent, arrest violators, and execute those who resisted 326.
Within fifty years, the Court had established authority throughout the Eastern Divine Continent. Over the following centuries, the Shang River Dragon Clan and eventually the Four Spirits Forbidden Land submitted, completing the Court's unification of both human and demon territories 326 331.
Institutional Strain
The Court's control over incense, Dao Academies, and divine appointments gradually created pressure within the cultivation world. The growing number of divine descendants entering Dao Academies through merit exchanges restricted opportunities for mortals with weaker Spirit Roots 342.
A shortage of incense and wish power later prevented the promotion of new True Gods for nearly a century. The Heavenly Emperor and the Directional Emperors responded by considering a controlled great calamity to release tribulation energy and preserve the Court until the eventual recession of spiritual energy 341 345.
Upheaval and Destruction
A malfunction in the Heavenly Prison's formations allowed Xian Kong and other imprisoned demonic cultivators to escape, creating chaos within the Celestial Court 345.
Sun Changsheng, having discovered that he had been manipulated by the Court, attacked the Hall of Celestial Glory and destroyed much of the Celestial Court. Numerous True Gods and Righteous Gods were killed, and three Human Immortals intervened to prevent the destruction caused by Sun Changsheng's self-destruction from devastating the Divine Continent 346.
The Court was left in ruins, with its strength reduced by more than half. The Heavenly Emperor nevertheless declared his intention to rebuild it under his sole command 347.
Later Reforms and Power Shifts
After rebuilding, the Heavenly Emperor strengthened direct control by creating new departments loyal to the throne and gradually reducing the influence of the Three Teachings within the bureaucracy 345.
The Court restricted the expansion of Dao Academies and raised examination difficulty after rapid growth in the number of True Gods increased incense consumption. It also reserved one-tenth of newly appointed True God positions for the demon race 363.
A later agreement established a thousand-year rotation for the Heavenly Emperor's throne. After Green Lotus, Sun Changsheng, and Yellow Ox defeated Emperor Yuanding, Yuanding abdicated and was sent to the Celestial Pool 370 371.
By a later era, repeated crises had produced a mature legal system; the Court's operation had become stable enough that the identity of the Heavenly Emperor was said to have little effect on the order of the Divine Continent 375.
