Great Heng ambitions
As Emperor Yuanding of Great Heng, he sought more than dynastic rule. He intended for the entire Eastern Divine Continent to revere him as its master, using incense and faith as the foundation for greater power 293.
The Human Immortal ancestors selected him as the first Heavenly Emperor of the proposed Celestial Court. Yuanding had originally aimed only to become a righteous god and eventually the foremost True God; the higher position of Heavenly Emperor surpassed both his expectations and his initial ambitions 318.
Establishment of the Celestial Court
At the Investiture of the Gods, Zhou Yi read the decree appointing Emperor Yuanding as Heavenly Emperor, giving him authority over the Celestial Court's gods. Spiritual energy transformed his former imperial clothing into a crimson-gold ceremonial robe bearing the sun, moon, and stars 325.
He began enforcing the Heavenly Laws across the Eastern Divine Continent. The Grand Duke Department was empowered to arrest violators and execute those who resisted, allowing the new Celestial Court to establish its authority over rogue cultivators 326.
Although he sat above the court, the Four Directional Emperors and major sects initially held substantial practical influence. He nevertheless retained the power to appoint special officials, including naming Zhou Yi the Dragon-Suppressing Imperial Envoy and granting him full authority over the Shang River Dragon Clan crisis 328 329.
Consolidation and decline
After most Human Immortals ascended, the Heavenly Emperor faced a less restrained political environment. The Celestial Court expanded its legal code to more than a million Heavenly Laws, while he personally judged new matters affecting the continent's countless inhabitants 327 342.
His reign increasingly depended on the Deification Roll, incense worship, and control of the Dao Academies. He reduced the number of academies and raised examination difficulty to limit the rapid growth of new True Gods 363.
Sun Changsheng later attacked the Celestial Court, defeated the Heavenly Emperor, and left the Hall of Celestial Glory in ruins. The Emperor survived, but his strength regressed following the Blood Sea's self-destruction 347.
Abdication
Green Lotus, having become a Human Immortal, stormed the Celestial Court to seek revenge for past tribulations. The Heavenly Emperor attempted to surrender Longde Xingjun and Taibai Xingjun to avert the conflict, then used the Deification Roll and his incense halos against Green Lotus 371.
Sun Changsheng and Yellow Ox intervened during the battle, breaking the Heavenly Emperor's advantage. He abdicated after his defeat and was sent to the Celestial Pool for “cultivation” 371.
Personality
The Heavenly Emperor is ambitious, image-conscious, and deeply attached to authority. He accepted the position of Heavenly Emperor with a promise to govern diligently, but his goal remained the consolidation of power over the entire Eastern Divine Continent 318 326.
He is politically calculating. He tolerated Zhou Yi's growing influence while the Celestial Court was still unstable, protected him from accusations in court, and later assigned him difficult responsibilities that served the court's prestige 321 328.
His fear of losing power becomes especially visible when ministers raise the issue of succession. He treats calls to establish a Crown Prince as potential disloyalty and suspects even favored officials of siding with the Mending Heaven Sect 363 368.
He also justifies cruelty through his own perceived merit, arguing that the accomplishments of a great ruler outweigh individual wrongdoing 368.
