History
The World Government's authority was already strained by its uneasy relationship with the Navy. While the public commonly treated the two as one institution, the Navy's developing sense of justice conflicted with the Government's emphasis on stability, tribute, and centralized control. 73 157
Its conflict with Doflamingo escalated after it issued a covert transfer order intended to bring him back to Mary Geoise. Doflamingo instead attacked the Holy Land, aided a slave escape, caused CP0 defections, and humiliated the Government without killing Celestial Dragons. 159 161 171 The Five Elders responded by mobilizing the Navy and enlisting Great Pirates through secret technological bargains. 171 172
A later Dyna Stone attack devastated Mary Geoise.
