Background / History
Founding and early structure
Konoha was founded by the Senju and Uchiha clans. Its founding-era symbolism included both clans’ crests alongside those of the first clans to join the village. 174 336
Senju Tobirama later dissolved the main Senju body except for the First Hokage’s lineage, weakened the Uchiha through internal maneuvering, and exchanged the Uchiha’s administrative authority for control of the Military Police Force. These measures accelerated Konoha’s growth but left its two founding clans alienated. 46
The village’s early development was also tied to wider access to ninjutsu. The Senju contributed resources to establish the Ninja Academy and spread ninjutsu knowledge, helping Konoha become known as a producer of exceptional shinobi. 139
Third Hokage era
Under Hiruzen Sarutobi, the Hokage faction used control over ninjutsu instruction to bind civilian shinobi and smaller clans to its political bloc. Independent teaching of ninjutsu was treated as a threat to both the Hokage’s authority and clan privileges. 29
The Uchiha were increasingly marginalized. During the Third Shinobi World War, three-quarters of Konoha’s Uchiha shinobi were deployed to the eastern front against Kirigakure, despite Water Style and Hidden Mist techniques placing them at a disadvantage. 96
Shimura Danzō’s death and the exposure of Root’s human experimentation and atrocities triggered a major political crisis. Hiruzen retained office temporarily by promising to resign after the war and negotiating concessions with other clans, while the Uchiha were excluded from those deals. 177
End of the old era
Hiruzen was confronted over his treatment of Konoha’s shinobi and the Uchiha clan. Senju Tobirama ultimately killed him to prevent further damage to the village. 246
With support from the First and Second Hokage, Uchiha Yu designated Orochimaru as the Fourth Hokage. Uchiha Shisui was recommended as Orochimaru’s disciple to create a path toward greater Uchiha representation in Konoha’s future. 246

Government and institutions
- Hokage administration — Konoha’s Hokage traditionally combined political leadership, military command, and administrative authority. This concentration of power became a major vulnerability during Hiruzen’s rule. 230 392
- Military Police Force — The Uchiha clan received responsibility for the force after surrendering broader administrative power to Tobirama’s government. 46
- Root — Danzō’s covert organization operated through secrecy and intimidation; operatives exposed during missions could face severe punishment, including execution if discovered by civilians. 8
- Jōnin Council — A special council was convened after Root’s crimes came to light, bringing together more than two hundred jōnin during the investigation into Danzō’s death. 177
- Ninja Academy — The Academy was established through Senju support and the spread of ninjutsu knowledge, serving as a foundation for Konoha’s long-term manpower advantage. 139
Military
- Tiger Unit — An Uchiha force organized around Sharingan users. Its four-person squads, larger diamond formations, and battlefield reputation were sufficiently intimidating that Kirigakure shinobi lost the will to sortie against it. 244 308
- Child-protection policy — Orochimaru withdrew shinobi under fifteen from front-line service, assigning them safer village work while adults replaced them in combat roles. 294
- Administrative shinobi — By Konoha Year 47, Konoha had 84,570 registered shinobi, including more than 20,000 bureaucratic shinobi with specialized administrative skills. 346
- Strategic deterrence — Uchiha Yu’s Wood Clones, golden Susanoo, and Tree Person forces allowed Konoha to coerce or defeat rival villages with overwhelming force. 308 309 401
External policy and postwar order
- Konoha defeated Sunagakure, but Orochimaru chose not to occupy the Land of Wind. Konoha instead withdrew after seizing puppet documents, materials, finished puppets, and other supplies. 266
- Kirigakure surrendered to avoid further bloodshed after its manpower was depleted and the Tiger Unit arrived outside the village. 308
- Kumogakure and Iwagakure accepted harsh terms after Uchiha Yu’s forces overwhelmed them; Iwagakure’s resistance ended after Wood Clones devastated the village and forced Ōnoki to surrender. 309
- At Orochimaru’s initiative, Konoha convened the Military Leaders Joint Conference. The five great shinobi villages received permanent seats and veto power, while Amegakure, the Land of Iron, and Takigakure became observers; Nagato received special veto power equal to that of a major village. 311
- The conference could declare war by vote and require participating states to contribute forces, allowing conflicts to be ended through overwhelming combined strength. 311
- Konoha rebuilt Iwagakure as a federal-style subordinate state with six independently selected “Great Ninja” overseeing intelligence, taxation, the Academy, missions, ranks, and public security. 375
Economy and civil development
Orochimaru’s government purged the Land of Fire’s nobles and brought administration and taxation under Konoha’s control. The Hokage’s available funds increased fortyfold compared with the beginning of Orochimaru’s term. 345
Konoha directed its surplus resources into roads, waterworks, security, and other infrastructure. Shinobi performed both combat missions and large-scale engineering work, accelerating construction while maintaining employment as ordinary security missions declined. 345
The resulting stability improved transport, agricultural output, public safety, and ordinary living conditions across the Land of Fire. Other countries later copied Konoha’s model of shinobi-led governance. 345
Parallel timeline: Three Hokage Timeline
A separate timeline split from Konoha Year 10 after Senju Hashirama, a time-traveling Hashirama, and Uchiha Madara jointly altered history. Uchiha Yu named it the Three Hokage Timeline. 384 387
In this timeline, Konoha expanded aggressively across the continent. It annexed the Lands of Wind and Lightning along with several buffer states, then later launched the final stages of Ninja World unification under Second Hokage Uchiha Madara. 387 388
By Konoha Year 26, the unified Konoha regime controlled roughly two-thirds of the Ninja World’s continental territory, with its borders set according to the limit of maintaining round-trip communication within one month. 391
Madara proposed fixed ten-year Hokage terms after achieving peace with the Land of Demons. The timeline also developed a Hokage Administrative Assistance Shogunate, shifting the Hokage’s role toward broad policy and war planning while specialized bodies handled daily administration. 392
Following a decade of natural disasters and reconstruction, this Konoha reached a peaceful golden age with 220,000 official shinobi and extensive reserves. 396
