What Was Missing...

Andesa met Rosetta Augustus's gaze. In the eyes of the empire's ruler, she saw the depth and stillness of a bottomless pool. That look made her realize that she had not come here today to plead guilty, nor to defend herself. She had come to offer value to the empire.

Rosetta watched Andesa in silence.

The Direwolf Legion had come out on the losing end of this border confrontation. The emperor had borne the resulting diplomatic pressure for them, and Duke Ferdinand would help the commanders conduct the necessary review. Here and now, what the young Wolf General needed to do was tell the empire's ruler how he should strengthen his army and prepare for the next confrontation.

"First, communications," Andesa said after a brief moment of thought.

"Our current means of communication have flaws—the Cecilians' magic-guided legions are bringing about a new form of warfare. Their long-range attack methods are varied and flexible, and their armies can coordinate with one another and launch rapid counterattacks across an extremely broad battlefield. This means that changes across different parts of the battlefield will occur far faster and on a far greater scale than before...

"Communication Towers have a long range and can span the battlefield, but they require fixed facilities to maintain their large-scale magic arrays, so they can only serve as links between fortresses. Mages' Telepathic Communication is flexible, but its range is less than two kilometers. It simply cannot meet the scale of the coming battlefield. Moreover, Telepathic Communication has demanding casting requirements. Mid-level mages are scarce, and the mages who have mastered it are basically all commander-level personnel. They cannot possibly be used as relay messengers on the battlefield.

"The Magic Light Trick used by signal mages is a form of communication that cannot be
