Yuri had once found this rather puzzling when listening to idle chatter. Yet now, as he looked at the impressive facility before him and imagined the scene Gawain had described, he suddenly understood a little.

What made the Sleeper archbishops present feel somewhat ironic was that the technological foundation of this creation had come from the Order of Eternal Slumber. They regarded it as a "taboo weapon" for challenging the gods, and taboo weapons... were naturally rare, secret, precious, and meant to be kept well away from ordinary people.
