History
Founding and early history
Dawn City was founded after the Great Disaster by Federation founders who crossed the sea and saw dawn upon reaching the land. Its name commemorates that sight. The city’s oldest territory is now the Crown District, where the original settlement was established more than eight centuries ago. 27 79
The founders built Dawn City’s first high wall during the Wilderness era, under constant threat from frenzied Exotic Beasts. Construction took twenty years; the wall is described as the oldest in the Federation. 79
Elunsk, the city’s first Mayor and one of the Federation’s founders, is commemorated by a statue before the Radiant Palace. The statue faces the sunrise, recreating the founders’ first view of the land. 319 1244
Commercial growth and inequality
Dawn City developed into one of the Federation’s oldest fortress cities and most prosperous commercial centers. Three of the Federation’s fifty largest consortiums originated there, while consortiums from elsewhere also sought headquarters in its City Center. 27 1263
Its prosperity has long existed beside severe inequality. The Aston District is associated with poverty, crime, homelessness, and exploitative labor conditions, while the Crown District contains the Radiant Palace and major institutions. 79 161 1438
Christos administration
Mayor Vent resigned after the exposure of the Anvis Conglomerate’s scheme and the collapse of Anvis Electric Power Group. 184
Christos was elected Mayor amid an attempted coup timed to coincide with his inauguration. The City Defense Army rebellion and attacks by Rank B Exotic Beasts were suppressed, allowing him to take office. 314 323
Under Christos, the City Council passed the Wilderness Wanderers Immigration Act, creating a public path for Wilderness Wanderers to gain legal employment, banking access, housing, and eventually citizenship. 323
Siege and City Center disaster
Dawn City later faced a coordinated assault involving mercenary armies, internal rebellion, consortium interests, cult activity, and an attack on the Radiant Palace. 1235 1243 1266
During the crisis, an inverted reflection of Dawn City appeared in the sky. Sot drew a Crystal Giant into the reflected city, sacrificing himself to protect the real one. The reflected city was destroyed, while Dawn City’s City Center was devastated. 1255 1263
Christos declared martial law, sealed the City Center, and committed to rebuilding it. 1263
Anti-consortium conflict
After the siege, the Municipal Government investigated consortiums suspected of colluding with cults and mercenary groups. The City Council’s Anti-Consortium Monopoly Law became a major political struggle, facing repeated resistance, public protests, impeachment proceedings, and assassination attempts against Christos and supportive councilors. 1265 1267 1268
The city also imposed sanctions on suspected consortiums and their affiliated companies. 1267
Later blockade
Mercenary groups later cut Dawn City’s trade routes, while the city prepared for another major confrontation with consortium-backed forces. 1789 1790
The siege was ultimately lifted when the Dawn City Defense Army and Nolanka Group mercenary forces coordinated an attack against the consortium alliance. 1822
Geography and Infrastructure
Districts
| District / Area | Description |
|---|---|
| Crown District | The oldest land in Dawn City; contains the Radiant Palace and the historical core of the city. 79 314 |
| Aston District | A poorer district marked by violent crime, homelessness, and social disparity. 79 161 |
| South City | Includes areas near the Radiant Palace and became a focal point during the City Defense Army rebellion. 314 319 |
| City Center | A dense commercial area containing major consortium headquarters; heavily destroyed during the Crystal Giant incident. 1263 |
Gates and walls
Dawn City is enclosed by immense high walls that separate the metropolis from the Wilderness. The walls are large enough to appear to merge with the night sky when viewed from outside. 284
The city maintains multiple gates, including the North, Northeast, East, and Southwest Gates. The Southwest Gate is the closest gate to the Radiant Palace. 314
- Entry channels operate day and night. 284
- Truck logistics use separate routes from smaller vehicles and pedestrians. 284
- Smart bracelets connect to the city network at the gates and require incoming travelers to complete a Dawn City Entry Application Form. 284
- Entrants undergo security screening, including detector checks and blood-sample analysis. 285
- During emergencies, gates may remain open as a strategic decision despite siege conditions. 1246

Society and Immigration
Wilderness Wanderers
For generations, Wilderness Wanderers believed cities did not welcome them. Though entry into Dawn City is procedurally accessible, long-term residence was historically difficult without formal identity or legal employment. 284 285
The Wilderness Wanderers Immigration Act changed this situation:
- Applicants receive a Social Security Card Number after submitting a detailed application. 323
- The number permits legal employment, bank-card applications, and housing rental. 323
- Applicants undergo an observation period of one to five years. 323
- Those without criminal records who perform well can become Dawn City citizens; their future children may directly obtain citizenship opportunities. 323
The policy became a symbol of cooperation between city residents and Wilderness immigrants, though tensions between the two groups continued. 323 1379
Public life
Dawn City is often portrayed as a sleepless metropolis: high-rises retain bright exterior lighting through the night, and its streets form rivers of vehicle lights and commerce. 286 1234
At the same time, the city’s poorer districts remain vulnerable to extortion, contraband, disappearances, and violence. 1438 1790
