That was the plan Albert had made in advance.

But the simpler the plan, the less likely it was to go wrong.
Luring the Swedish Short-Snout Dragon away from its nest was not to make it easier to steal the golden egg, but to prevent the dragon from accidentally ruining the entire clutch of eggs later.
After entering the arena, Albert did not rush to trouble the dragon. Before making his move, he looked around to get a clear sense of his surroundings. This temporary magic-built arena was slightly smaller than a Quidditch Pitch. There were quite a few sturdy rocks around it, likely cover prepared by the organizers for the champions to evade dragon fire.
Without those shelters, the dragon only needed to pounce directly at them and breathe fire once for every champion to be in serious trouble.
"Let us welcome the first champion to take the field: Mr. Albert Anderson!"
From the stands, Bagman loudly announced, "Mr. Anderson has won numerous international awards in recent years and is currently the favorite to win the Triwizard Cup. Let's see how he handles this."

Albert ignored Bagman and paid even less attention to the spectators. He simply walked forward toward a large pile of rocks not far ahead, meant to shelter champions from dragon fire. Raising his wand, he gave it a light flick. A man-high boulder was divided into several neat chunks by a Cutting Charm, and he began focusing on Transfiguring one of them.
A few seconds later, a lion leaped down from the pile of rocks.
With another wave of Albert's wand, an eagle appeared above the rocks.
