No orders meant no value. No value meant a denial of their existence.
That's why Natasha Romanoff, after leaving the Red Room, joined S.H.I.E.L.D. and worked for Nick Fury, doing almost the same spy work she'd done in the Red Room.
Eventually, she joined the Avengers, making them her home, her anchor, and regaining a sense of self-worth!
Her 'sister' Yelena Belova, after the Red Room was destroyed and Natasha Romanoff sacrificed herself for the Soul Stone, was so lost and empty that she directly believed Madame Hydra's lies.
That is, Valentina Allegra de Fontaine's lies, and prepared to take revenge on Hawkeye!
Simply put, every Black Widow has psychological issues. They can't be true leaders because they can't lead themselves.

Dotty Underwood might not know the meme about saying something important three times, but she knew how to express herself better.
"Ever heard of the Leap of Faith?" Su Quan walked to the edge of the rooftop and suddenly asked.
Dotty Underwood shook her head.
"Jump."
"Okay."
Dotty Underwood asked nothing, showed no hesitation on her face, took a running start with her long legs, and leaped straight past Su Quan.
The building was over ten stories high—a jump meant certain death!
Yet Dotty Underwood jumped, without hesitation, without looking back.
Though he knew she must have realized this was a test and he wouldn't actually let her die, her decisiveness and obedience were still astonishing.
The wind howled as Dotty Underwood watched the ground rush closer, her face devoid of any fear or worry.
Just as she was about to meet her end, a pair of strong arms caught her from below.
The abrupt stop made her let out a pained little grunt, but the corners of her mouth curled into a smug smile.
She had gambled right!
Even if it were a thousand-story tower, if you said the word, she would jump without a second thought.
This leap earned trust and proved her worth.
"This is Manhattan, New York—one of the frontiers of this era. Take a look around, buy yourself some decent clothes, then come back here to find me. I have a mission for you."
Su Quan pulled out a bank card and told her the PIN.
Cash from the Void might come from any timeline or universe; even real bills could be impossible to spend.
"Okay."
Dotty Underwood took the card with a smile, picked a direction, and walked off full of anticipation.
Back in the Void, when Su Quan asked if she wanted to leave and see what the world looked like fifty or sixty years later, how had she answered?

And just now, when Su Quan told her to look around, buy some decent clothes, and come back to find him, how did she answer?

"I didn't see anything, don't chase me!"
Su Quan couldn't help but laugh, unsure whether to call this person clever or stupid.
Running was fine, but why shout? He hadn't planned to chase you, but that yell made it sound like you really saw something you shouldn't have—now he had no choice but to give chase!
Wasn't that just protesting too much?
In a blur of motion, Su Quan shifted positions and appeared right in front of her the moment her shout died down, blocking her path.
