Even the slightly inferior Level 10 Civilizations could freely create all manner of Artificial Otherdimensional Worlds and restart the Matter Universe, making the resources their species required and immortality for their entire race no longer a problem.
When the Radiant Eye Civilization began fleeing.
They had not forgotten their lackeys either, bringing several dozen native Level 10 subsidiary civilizations along in their race-wide migration across spacetime...
