Background / History
Konoha entered a period of escalating tension as Amegakure expanded under Hanzō. The village dispatched Anbu, Root, and other operatives into the Land of Rain for intelligence gathering, but this increasingly led to armed clashes with Amegakure forces. 19 25
After Amegakure declared war, Konoha answered with its own declaration and sent Danzō to command the frontline army, which included Tsunade, Jiraiya, and Orochimaru. The conflict became the opening phase of the Second Shinobi World War. 26 360
While committed in the Land of Rain, Konoha was attacked by Sunagakure. The village mobilized a large ninja army after Sunagakure invaded the Land of Fire, but its camp later suffered a devastating night raid that breached its defenses, wiped out the medical department, and injured Danzō. 43 122 126
Konoha later faced Kirigakure after the Third Mizukage declared war. Its forces established a defensive line around the Land of Eddies, but Kirigakure's naval mobility and Water Style formations initially placed Konoha at a disadvantage. 277 278 Konoha countered Kirigakure's large-scale Water Style assault through coordinated Earth Release Barriers along the coastline. 351
During the war against Sunagakure, Konoha deployed Kushina Uzumaki to the front as its Nine-Tails jinchūriki. Her defeat of Sunagakure's forces and Rasa's capture forced Sunagakure to pursue peace talks. 405 410 413 The conflict formally ended after negotiations, though Sunagakure later provided reinforcements for Konoha's war against Kirigakure. 427 440
Following Hiruzen's retirement, Tsunade became the Fourth Hokage and began restructuring the village's administration, finances, and clan oversight. 489 493 515 Konoha subsequently convened a Five Kage Summit and joined the other great villages in an Allied Shinobi Force against Uchiha Madara. 554 631
Settlement
Konoha is a prosperous and densely populated village in the Land of Fire. Its central district near the Hokage's Office consists largely of older wooden buildings, while newer, taller, and more modern districts lie farther from the village center. 231 418
- Restaurants, shops, housing developments, and a busy civilian population contribute to its reputation as a lively settlement. 231 418
- War has repeatedly affected local commerce: prices rose, tourism declined, and some merchants left during the conflict with Kirigakure. 278
- The village's prosperity contrasts sharply with the harsher conditions observed in Sunagakure and Kirigakure. 418 585
Government and Administration
Hokage
The Hokage serves as Konoha's highest authority. Hiruzen Sarutobi led the village through multiple wars before deciding to retire after the Sunagakure conflict; Tsunade succeeded him as the Fourth Hokage. 415 489 493
Tsunade's administration sought to restore Konoha after prolonged warfare, address financial shortfalls, and curb entrenched clan and elder influence. 515 517
Elder Council
Utatane Koharu and Mitokado Homura held extensive authority under Hiruzen, but their influence declined under Tsunade. Their control was reduced to the medical department, while the council was reshaped into an advisory body rather than a governing force. 521
- The elders were implicated in financial irregularities and in placing their own people within the Anbu. 412 413
- They opposed Tsunade's ninja census and feared that it would expose the growth and resource sources of politically connected clans. 522 526 558
- Facing removal from the council, they eventually agreed not to obstruct the census. 561
Anbu and Root
Konoha's Anbu handles intelligence, surveillance, security, and special operations. It monitored Amegakure's militarization before the Second Shinobi World War and later gathered intelligence across the shinobi world. 19 25
Root was Danzō's personal power base. Danzō sought repeatedly to expand it, while also infiltrating the Anbu and using village institutions to increase his influence. 19 413
- Danzō was ultimately removed from office for stealing supplies, and Root members were arrested. 317
- His human experimentation and other crimes later became public, causing widespread backlash against both him and the Shimura Clan. 486
Military
Konoha possesses a large and varied shinobi force drawn from civilian ninja and numerous clans. Its diversity gives it access to every major chakra nature, though this makes large-scale single-element combined ninjutsu harder to organize than in villages with more specialized forces. 200 351
- Konoha had only a few hundred jōnin during the Second Shinobi World War; the Uchiha Clan alone accounted for roughly one-tenth of that total. 43
- The Uchiha later disclosed dozens of jōnin and hundreds of chūnin during Tsunade's census, demonstrating the scale of a single clan's military foundation. 527
- Konoha fields a notably large medical-nin corps, primarily due to Tsunade's influence and emphasis on medical training. 620
- Its high-level personnel include the Sannin, Hatake Sakumo, Uchiha Kagami, Chiyue, Kushina, Minato, and Nawaki. Tsunade considered the village broadly weakened after war but unprecedentedly strong in elite combat power. 517
Defensive Doctrine
Konoha generally seeks to keep wars away from the Land of Fire, using border outposts, the Land of Eddies, surrounding islands, and coastal positions as defensive buffers. 277
- Against Kirigakure's naval attacks, Konoha used layered terrain and coordinated Earth Release Barriers to reduce the force of incoming waves. 351
- Konoha's forces were vulnerable when overextended across multiple fronts, particularly during simultaneous pressure from Amegakure, Sunagakure, Kirigakure, and Iwagakure. 345 398
- The village has repeatedly relied on elite squads and powerful individual shinobi to offset strategic or numerical disadvantages. 281 405 517
Clan Census Reform
Tsunade initiated a village-wide census of clan shinobi to register hidden ninja numbers and expose undisclosed military strength. The reform was proposed as part of a broader effort to rebuild Konoha's finances and establish accountability after war. 515
- The Uchiha, Ino–Shika–Chō, and Hatake clans cooperated early, placing pressure on less cooperative clans. 515 527
- The Sarutobi, Shimura, Utatane, Mitokado, and Hyūga clans resisted or delayed participation because of concerns over hidden members, training methods, and resources. 521 522 558
- Public release of the census made non-cooperative clans targets of civilian criticism. 523 526
- By the end of the process, the Hyūga Clan remained the final major holdout. 561
External Relations
- Amegakure — Konoha's intelligence activities in the Land of Rain contributed to escalating friction and open war. In later years, Konoha treated Hanzō's delegation coldly during Tsunade's inauguration, housing Amegakure alongside smaller villages and maintaining surveillance. 25 26 493 494
- Sunagakure — A recurring enemy and temporary partner. Sunagakure invaded during the Second Shinobi World War, later fought Konoha again, then sought peace after Rasa's capture and subsequently provided forces against Kirigakure. 43 123 413 425 440
- Kirigakure — Declared war on Konoha following the failed operation against the Third Mizukage. Konoha struggled with Kirigakure's naval advantage before later entering negotiations and cooperating against larger threats. 267 277 278 477 631
- Iwagakure — A major strategic threat that repeatedly considered exploiting Konoha's wartime weakness. Its entry into the Land of Grass violated the non-aggression treaty and endangered Konoha's position near Kusagakure. 372 471 486
- Kumogakure — A powerful rival with considerable military and economic strength. Konoha later aided Kumogakure against White Zetsu infiltration and participated in a Five Kage Summit there. 471 617 620 626
- Land of Fire Daimyo Residence — Konoha depends on the Daimyo Residence for resources and funding, but their relationship is strained by the Daimyo's attempts to influence Konoha's military and political affairs. 311
- Kusagakure — Nominally allied with Konoha, but regarded with increasing suspicion after Iwagakure established a major presence in the Land of Grass. 486
