Founding and political decline

Konoha was founded after Hashirama Senju subdued the ninja clans and established the ninja-village system. With both the Senju and Uchiha clans among its founders, it stood as the strongest power in the shinobi world. 86

Its original hierarchy placed the Hokage above Council Elders and Honorary Elders, with the Council able to invalidate a Hokage decree through unanimous opposition. Under the Third Hokage, Sarutobi Hiruzen, this balance eroded: he elevated his own allies, expanded his faction's authority, and relied increasingly on political maneuvering rather than direct control. 82

Uchiha conflict and leadership change

When the Uchiha Clan's planned coup was exposed, Senyo claimed that Itachi Uchiha had leaked the plan to Konoha after being brainwashed and warned that an attack on the clan was imminent. 6 The conflict escalated into open political struggle, including the destruction of the Hokage Building and the Third Hokage's monument on Hokage Rock during Konan's attack. 68 82

Senyo and Tsunade eventually drove Hiruzen's faction from the village without forcibly removing its civilians. Sarutobi, Mitokado, Utatane, and Shimura clan members chose to leave with Hiruzen, reducing Konoha's population and combat strength by more than 30,000 people. 350
