"Democratic" East Africa

East Africa could now set up the "Imperial Examination System" at a relatively leisurely pace. After all, the British civil service system had come before it, and more than a decade had already passed. Others had already forded these waters, so East Africa merely needed to fill the gaps and patch the leaks.

As for talent selection, East Africa had long reached the point where change was needed. Especially in recent years, with neither the army nor the navy fighting any major wars, the military's promotion system had also been greatly weakened.

Yet even East Africa could not shake off the identity of an "Unlucky African," making Japan's so-called Datsu-A Ron appear even more ridiculous in East African eyes.

After all, although East Africa was mixed-blood, at least half its people truly had European ancestry. Japan, meanwhile, was being a thoroughgoing bootlicker. Yet the Japanese had always been fanatical, especially in their worship of strength, which was why they later acknowledged the United States as their new father.

As for popular sentiment in East Africa, the majority was certainly much the same as in Japan. But Ernst did not see it that way, because Europe's halo was now at its brightest, and nearly the entire world wanted to become part of the "civilized world."

Of course, it could not be denied that the entire world now had to learn Western industrialization, or else it would inevitably be cast aside by the times.

At the time, industrialization was the irresistible tide of the age. Europe had merely been the first to
