Background
Rasa is an Imperial Prefect assigned to reshape the parallel world's Hidden Sand Village. After taking the Kazekage's seat, he orders Kakashi and Gaara to kill his native counterpart if they encounter him, holding that counterpart responsible for leaving the village impoverished and barren 76.
He governs through a combination of overwhelming force, development policy, and Imperial incentives. With Chiyo's assistance, he begins organizing the village population and seeks to make its residents accept the Empire 76. He introduces the Sand Fire Body Refinement Method, demands a rapid increase in the village's capable ninja force, and uses Magnet Release to crush doubts about his identity and authority 78.

Despite his authoritarian methods, he prioritizes civilian survival during crises. When an explosion devastates part of Hidden Sand, he orders Anbu to evacuate civilians, fight fires, and conduct disaster relief before investigating the attack; he explicitly rejects the view that civilian lives are insignificant 158.
