One of the German government's main tasks recently had been supporting the independence of Finland and Ukraine. According to the plan, the Kingdom of Finland and the Kingdom of Ukraine would be established. The Emperor of the Empire would concurrently serve as their king.

"Your Majesty, the Finns and Ukrainians have both agreed to have Your Majesty concurrently serve as king of the two nations. However, they have proposed that the next king may be selected from among your descendants," Prime Minister Bülow said.

Oscar shook his head. "It seems they still want to completely shake off the Empire's control and achieve true independence! Reject that condition outright. Tell them that from now on, the king can only be concurrently served by the Emperor of the Empire. The Imperial royal family will not send a prince to serve specifically as king of these two countries. Of course, they may refuse as well. But they should know very well what that would mean."

Oscar knew that if one of his descendants became king of Finland and Ukraine, then after one or two generations, the ties between them would grow distant. At that point, Finland and Ukraine could seize the opportunity to escape Germany's influence and achieve genuine independence. The nations of Europe constantly fought one another in endless chaos. Yet the imperial and royal families of those nations were often connected by blood. Even so, they still fought until rivers of blood flowed. To prevent such a situation, Oscar refused the Finns' and Ukrainians' request. As long as the king of both countries was always concurrently served by the Emperor of the Empire, those two nations would inevitably remain under the Empire's influence.
