Background

Shisui gained his “Body Flicker” reputation during the Third Shinobi World War. His speed and Sharingan left Kirigakure shinobi deeply fearful; in one battle, he reportedly killed several Jonin and more than a hundred enemy ninja alone. He awakened the Mangekyo Sharingan after witnessing comrades die in battle, then slaughtered their attackers too late to save them. 24 61

Though feared for his power, Shisui was regarded within Konoha as unusually mild-tempered for an Uchiha. The Third Hokage believed he might help ease tensions between the Uchiha Clan and the Hokage’s faction, while the Fourth Hokage nevertheless placed him under closer scrutiny after learning he possessed the Mangekyo Sharingan. 37

Shisui initially concealed Kotoamatsukami on Yei and Itachi’s advice. Both recognized that an eye technique capable of silently changing another person’s will would intensify the village leadership’s distrust of both Shisui and the Uchiha Clan. His refusal to disclose the technique led Danzo to arrange a mission intended to investigate his Mangekyo abilities. 62 63 68

As hostility toward the Uchiha escalated after the Nine-Tails incident, Shisui repeatedly chose de-escalation. He proposed identifying the source of anti-Uchiha rumors rather than allowing the clan’s radicals to act against Konoha, and Fugaku assigned him to carry out the investigation. 196 202 203

Personality

Shisui is gentle, humble, and strongly loyal to Konoha. He did not welcome the awakening of his Mangekyo Sharingan, and he consistently sought a way for the Uchiha Clan and the village to coexist rather than using his power to advance clan ambitions. 37 61 196

Shisui fought Suikazan Fuguki and later Kakuzu, displaying the Mangekyo Sharingan and Susanoo publicly enough to attract the attention of Konoha’s leadership and other major powers. His physical limitations prevented him from sustaining the Mangekyo safely. 31 32 73 76

Uchiha–Konoha Political Crisis

Shisui concealed Kotoamatsukami, investigated the campaign maligning the Uchiha Clan, and argued within the clan for restraint rather than rebellion.
