Governance
The World Government was publicly founded eight hundred years earlier by twenty kings. Nineteen royal families moved to Mary Geoise and became the ancestors of the Celestial Dragons; only the Nefertari family remained in Alabasta. 99
Its stated ideal of equality was represented by the Empty Throne, which no one was meant to occupy. In reality, Im ruled from that throne and had controlled the organization from the shadows for eight centuries. 239 520

History
Early relationship with Fish-Man Island
Fish-Man Island was an affiliated nation, and its leaders initially attempted to use that status to avoid direct conflict. Bright believed the Government would hesitate to start a war without conclusive evidence, though he remained wary that it could decide otherwise. 62
The Five Elders temporarily treated Bright as a useful partner. They assigned him to handle Doflamingo, thanked him for saving Zephyr, and offered technological and industrial assistance to Fish-Man Island. 100 146 They also sought closer economic cooperation after Bright rejected an offer to become a Shichibukai. 147
As Fish-Man Island’s prosperity, military power, and alliances expanded, the Government’s attitude changed. The Five Elders concluded that Bright no longer needed Government protection and that Fish-Man Island was becoming increasingly difficult to control. 191
Escalation and open hostility
The Seven-Corner Alliance between Fish-Man Island, the Giant Tribe, the Mink Tribe, and other races alarmed the Five Elders. They considered Bright’s intentions capable of determining the direction of the entire world and planned to pressure him at the World Conference. 223
At the conference, the Government attempted to use a Celestial Dragon incident as grounds to act against Fish-Man Island. Saint Mjosgard’s intervention disrupted the scheme, though he also warned Neptune of impending danger. 247
Bright’s later threat to attack Mary Geoise with Dyna Stones demonstrated the changing balance of power. The Five Elders could not effectively answer him and relied on Im’s intervention. 254

The capture of Admirals Akainu and Aokiji by the NEO Marines severely damaged the Government’s public standing. In response, the Five Elders launched a global conscription effort and offered high Marine positions to powerful recruits. 304 308
The Government later organized an unprecedented World Conference, inviting all affiliated kings in preparation for a final war against Bright’s alliance. 510 512 It sealed Pangu City, deployed the Knights of God, and planned to destroy the Eve Tree in order to leave Fish-Man Island in permanent darkness and cold. 514
Im’s revelation and the collapse of the Marine alliance
Bright’s arrival at Mary Geoise forced Im to appear before the assembled kings. Im’s existence and eight-century control over the World Government were publicly exposed when the Five Elders knelt before him. 520
Im then severed the World Government’s relationship with the Marines and declared them enemies. This decision drove numerous Marines—including Garp, Fujitora, Gion, Chaton, Kizaru, and others—toward open resistance. 521
Mary Geoise was destroyed during the conflict, after which the World Government and Celestial Dragons vanished from the public world. They continued operating from a massive floating ship under Im’s command, still retaining control over many affiliated nations through force. 567 568
Final War and Defeat
The World Government recruited former Shichibukai, CP0, the Knights of God, sea-bottom troops, and prisoners from Impel Down for its final confrontation with Bright’s alliance. 551 578
Its remaining forces faced a worldwide coalition of Giants, Fish-Men, Merfolk, Sea Beasts, Sea Kings, the Revolutionary Army, NEO Marines, New Marines, and allied nations. 580 587
Im’s defeat ended the World Government’s eight-century rule. The surviving victors established a new alliance government with island autonomy, representation for minority tribes, a Supreme Council, and a unified New Marines force. 607 608
