Geography and Military Position

• Kumogakure and the Land of Lightning have the strength to contend with Konoha and the Land of Fire, respectively 145. After the Third Shinobi World War, Kumogakure remains in the top tier of military strength alongside Konoha 2170.
• The mountains around the village and its distance from major battlefields complicate troop movements and supply transport. Marching forces may need to rest before fighting, costing Kumogakure opportunities in war 2217.
• Its expeditionary forces suffered heavy losses in the Third Shinobi World War, but it retained a substantial proportion of its elite fighters at home 1056 2350.

History

Operations against Konoha

Kumogakure ninja lure Chiba’s team to a supposed bandit hideout and surround them near a cliff 134. A larger operation soon follows: a purported plan to seize Kushina Uzumaki sends Konoha forces searching for her, while Cloud ninja exploit the weakened village defenses. The Third Hokage later learns that the reported abduction and escape routes were decoys; Kushina had never left Konoha 151 173.

Third Shinobi World War

Kumogakure and Iwagakure maintain opposing forces while also threatening Konoha. In a contested primeval forest, Kumogakure patrols pursue Chiba’s team and recognize the value of capturing a Hyuga main-family descendant and her Byakugan 452 472 754. An Iwagakure surprise attack later costs a retreating Kumogakure unit under Dodai roughly one-third of its personnel 876.

The Third Raikage is regarded as Kumogakure’s strongest fighter and a decisive force in frontline battles 1017. After his death, fewer than four in ten members of Kumogakure’s expeditionary force remain. The village recovers his body and retreats 1056.

Postwar disputes and peace

Following an unsuccessful attempt to abduct a Hyuga heir, Kumogakure uses military pressure to demand the body of a Hyuga clan head from Konoha. The Fourth Raikage subsequently conducts peace talks 2216. Later accounts describe Kumogakure stationing troops near the Land of Fire border while Konoha is weakened by the Nine-Tails’ Rampage 2416. Orochimaru states that Chiba later devastated Kumogakure, wounded the Fourth Raikage and forced the village to sign a peace treaty 2217.

Notable Shinobi

• Third Raikage — Kumogakure’s strongest fighter during the Third Shinobi World War; his death severely damages the village’s morale and war position 1017 1056.
• Fourth Raikage — conducts postwar negotiations with Konoha and is later reported to have been wounded by Chiba 2216 2217.
• Dodai — commands a Kumogakure unit during its retreat from an Iwagakure attack 876.
• Yagura Bi — a Yagura Clan ninja who fights Kushina during Kumogakure’s operation against Konoha 160.
• Darui — a Kumogakure shinobi who severely wounds Haneda Yu Ze during an attack on his wandering shinobi group 2447.
