Strictly speaking, the Hydra soldiers' description was inaccurate. Peter was not being ridden by Bob.
He was pressed back-to-back against Bob, then used webbing to tie them together. To keep Bob from getting in his way, he had tied up Bob's arms as well.
That way, he could fight while taking Bob with him.
There was just one problem.
"Spider-Man, could you run a little slower? I-I'm not wearing boots!"
As Bob felt his heels scraping across the ground, he realized this seemingly perfect solution had one massive flaw: he was much taller than Peter. That left his feet dragging along the floor, constantly grinding against it. It hurt like hell.
Peter's only response was, "Sorry." Then, surrounded by five Hydra armored soldiers roughly on par with Iron Monger, he broke through their encirclement and leaped toward the elevator shaft.
Naturally, he heard Bob scream. But that was not the important part. Those armored soldiers all had flight systems and quickly followed. Peter clung to the wall, glanced upward, and warned Bob, "We need to climb a few hundred meters, Bob."
"Oh, uh, I mean, okay."
Bob nodded and looked into the elevator shaft, which seemed bottomless. "I thought we'd have to brace against each other back-to-back and climb up. This is going much better than I expected."
Peter took a deep breath and began running upward. At that moment, the Hydra armored soldiers surged up from below, raising their hands and firing everything they had—lasers, missiles, energy blasts.
Yet Peter, carrying Bob on his back, dodged every single one in midair.
"Why are Legion Ultron's people nowhere to be found at a time like this?! I was counting on him to save the world!"
While complaining, Peter fired a web downward, covering one mech's camera. It immediately went blind
