This time, Upper City of Central Continent had taken the initiative to submit it to the Council. By the usual procedure, the proposal would undergo layer upon layer of review before the World Council presented its internal deliberations to the Highest Seat, where the Seven Gods would render their decision.
If the Highest Seat decided against it,
then the proposal would be voided.
But no one knew... what the outcome of this second proposal would be.
