In the Great Universe Sea, the territories occupied by various races were divided into five grades.
From lowest to highest, they were one-star through five-star territories.
One-star territories were usually inferior territories. Resources were scarce there, and generally only third-rate races would settle in them in order to gain a foothold in the Great Universe Sea.
