Governance
The Federation operates through a parliamentary council system in which political influence is determined by the number of seats held. The Federal Parliament contains 108 seats; the Spirit Pagoda directly holds seven of them. 98 107
Parliamentary powers
- Major decisions are subject to three veto powers: Shrek Academy, the Spirit Pagoda, and the Federation’s parliamentary representatives. Objection from any one of the three prevents a proposal from passing. 132
- Federation citizens may vote independently on matters concerning fairness when the normal veto structure is insufficient. 132
- The ruling party and Mingdu Council are described as more influential than the Heaven Dou Council, though the Heaven Dou Council remains a major political body. 98
- Shrek City retains its own taxation, laws, and administration, but remains constrained by the parliamentary system and Federation identity registration. 131 132
Political objectives
Councilor Chen Shilin presents Federation unification, prosperity, and eventual expansion into space as its long-term aspirations. He argues that the federal system can avoid the cycle of imperial fragmentation and reunification. 51
The Federation actively recruits exceptional talent. After Gu You’s awakening, it offered him direct admission to Shrek Academy, resources comparable to those promised by the Spirit Pagoda, and free selection of his first six soul spirits in exchange for his loyalty. 2 4
Society and Technology
Martial Soul Awakening is treated as a major civic event; the Federation considers every Martial Soul potentially useful to society because of their diverse functions. 1
- The Federation’s internet reaches more than ninety percent of the population. 42
- Fusion-forged metals are strategically important to the federal military industry, used in weapons, armor, machinery, and modern military equipment. 121
- Qingkong Space Station is one of three major Federation space stations. Its functions include weather observation, reconnaissance, detection of powerful individuals, and military-terrain surveying. 34
- Resource scarcity has driven the Federation to prioritize aerospace development and the search for new resource planets. 345 351
Star Dou Battle Net
The Star Dou Battle Net is a Federation-developed simulation network that scans and reproduces participants’ physical conditions and combat abilities for Soul Master and mecha battles. It is designed for continent-wide access through unified systems and incorporates artificial intelligence. 306 307

Blood God Legion
The Blood God Legion is a special force that guards the Abyss Passage in the Endless Mountain Range. Though outside the standard Military Department chain of command, it remains a Federation force in name and receives exceptional authority and support because of its mission. 77 264
- The Legion’s existence and the Abyss invasion were Federation secrets for more than six thousand years. 77 366
- The Federation eventually authorized the Legion to emerge publicly as an officially recognized military force. 77 79
- The Federation supplied the Legion with cutting-edge experimental weaponry and infrastructure, using its battles against Abyss Creatures to refine new technologies. 366
- Official Blood Gods are immediately promoted to Major General, receive privileges comparable to Federal Council members, and gain an additional vote in every council session. 304
Military assets
- Soul Guide Aircraft — elite air forces employ fast aircraft for reconnaissance and Heavy Ion Ray strikes; the Central Legion’s Air Force First Regiment deploys approximately fifty fighters. 386 387
- Fixed Soul Cannon Shells — the Federation employs high-level artillery, including Level Nine shells and God-Slaying-grade fixed soul cannon shells. 389 391 394

- Heart of the Blood God — a unique energy system built through Federation investment and Blood God Legion research; it converts natural energy into Soul Power for the Legion’s Soul Tools. 293
History
Ten thousand years before the main story, the Sun Moon Continent collided with the original Douluo Continent. Cultural and ideological differences led to war; after the continent was unified, the early form of the present Federation gradually emerged. 276
Six thousand three hundred years before the main story, Abyss Creatures began invading through a spatial passage in the Endless Mountain Range. The Federation mobilized more than two-thirds of its military alongside Shrek Academy, the Tang Sect, the Spirit Pagoda, the War God Hall, eleven mecha legions, and large numbers of Fixed Soul Cannon Shells. The invasion was forced back, but the passage could not be completely sealed. 276
The Federation concealed both the Abyss threat and the Blood God Legion’s role for millennia. Its later decision to publicly recognize the Legion gave its soldiers long-denied public honor and acknowledgment. 77 79
During the later Abyss War, the Federation assembled more than 700,000 troops at the front, including roughly 400,000 army personnel and nearly 200,000 naval personnel. It coordinated with major Soul Master organizations while deploying reconnaissance robots, fighter aircraft, naval firepower, and God-Slaying weapons against the invasion. 384 386 392 394

- Blood God Legion — Secret defensive force funded and supplied by the Federation to contain the Abyss Passage. 77 366
- War God Hall — Federation-loyal military-aligned organization; unlike Shrek Academy and the Spirit Pagoda, it does not possess veto power. 132
