Background / History
Konoha faces internal strain during the Third Hokage's tenure. Tobirama criticizes Hiruzen Sarutobi's leadership, while Orochimaru identifies Danzō's ambitions and proposes Minato Namikaze as a possible future leader. In response to the Uchiha clan's genjutsu, Orochimaru and Tobirama develop the Eight Inner Gates Seal for the village 34.
The village is drawn into the Fourth Great Ninja War when the Land of Wind joins the invasion. Minato's actions, including the destruction of Kannabi Bridge, help shift the conflict in Konoha's favor 103. Following the war, pressure from multiple factions leads Hiruzen to step down; Minato is selected as Hokage over Orochimaru because of his wartime performance 118.
Konoha later suffers the Nine-Tails' attack, during which Minato counters a Tailed Beast Bomb and confronts the Masked Man responsible for the beast's release 126. After Minato and Kushina's deaths, Hiruzen returns to office amid renewed political tension, including Orochimaru's disappearance and Danzō's bid for greater authority 139.
The village's standing declines after the Uchiha clan's annihilation, which other major villages regard as a substantial loss of Konoha's power 218. Orochimaru subsequently exposes Danzō's role in the White Fang and Yakushi Nonō incidents, then summons Hashirama, Tobirama, and Madara to challenge Hiruzen and Danzō's rule 292. Hiruzen and Danzō ultimately sacrifice themselves in the conflict with Orochimaru 302.
Tsunade becomes the Fifth Hokage and begins appointing a new leadership structure, including Jiraiya as ANBU captain, Shikaku Nara as Hokage Advisor, and Asuma as captain of the Konoha Military Police Force 309.

Political Issues
- Uchiha clan tensions — Konoha's distrust of the Uchiha drives Itachi to question the relationship between village and clan; the clan's later annihilation weakens Konoha internationally 104 218.
- Danzō's influence — Danzō pressures Orochimaru into forbidden research, seeks the Hokage position after Orochimaru's disappearance, and is later exposed for manipulating major incidents 112 139 292.
- Hyūga incident with Kumogakure — Kumogakure demands that Konoha surrender the Hyūga member who killed one of its ninja, highlighting the village's vulnerability under Hiruzen 155.
- Jinchūriki treatment — Naruto is described as having lived miserably despite Konoha's status as a Great Ninja Village 267.
- Restricted advancement — Civilian ninja face entrenched power structures that make rising through Konoha's ranks difficult 292.
Technology and Infrastructure
Konoha initially lags behind the Northern Land in civilian technology. Its leaders recognize the practical military and logistical value of Northern Land cars and electric scooters, particularly across the Land of Fire's plains 240.
Under Tsunade, Konoha shifts from treating the Northern Land principally as a threat to pursuing cooperation. The two sides plan roads linking the Land of Fire's capital and the Land of Gold's capital to the Northern Land, while Northern Land technicians assist with local railway construction 320.
- Konoha receives Northern Land goods, including watches, combat boots, and triangular bayonets; the watches cost more than 300,000 ryō each 190.
- Northern Land entertainment and food businesses enter the Land of Fire, while Ichiraku Ramen opens a branch in the Northern Land 320.
- Shikaku Nara and Asuma represent Konoha in business negotiations with Pakura and Anko 320.
Relations
- Northern Land — Begins as a source of concern, espionage, and technological competition; later becomes an economic and infrastructure partner under Tsunade 195 240 320.
- Iwagakure — Participates in the joint Chūnin Exams and becomes one of the villages whose growth through Northern Land cooperation influences Konoha's policy shift 243 320.
- Kumogakure — Maintains a history of political and military friction, including the Hyūga incident; later receives a Northern Land proposal for a Kage summit alongside Konoha 155 347.
- Kirigakure — Is formally invited to the joint Chūnin Exams and later pursues cooperation with the Northern Land after Konoha does so 243 320.
- Akatsuki — Becomes a shared threat significant enough to prompt Konoha, Kumogakure, and the Northern Land to consider a Kage summit 347.
