History
Founding and institutional legacy
Konoha was founded under the leadership of the Uchiha and Senju clans. Its early institutions—including the Ninja Academy, Anbu, promotion of civilian ninja, and the Konoha Military Police Force—are attributed to the policies of Tobirama Senju. 89 187
The village’s police force was created specifically for the Uchiha. The clan retained appointment and dismissal authority within the force while reporting its decisions to the Hokage. 9
Uchiha–village crisis
Following the Nine-Tails incident and Minato Namikaze’s death, the Uchiha were suspected of involvement, relocated to a remote part of the village, and subjected to continued pressure from Konoha’s leadership. 2
