Overview
Qinghe County is a small county town in the southern part of Wushui Commandery, relatively close to the commandery city. Travel from Qinghe County to the commandery city takes roughly a day and night by fast horse, or around three days by convoy. 465
Its position makes it a potential northern defensive barrier: should the Rebel Army in Hanshan Commandery advance south, Qinghe County would be among the first major obstacles in its path. 115
Appearance and Layout
Qinghe County is enclosed by massive city walls, with soldiers patrolling the battlements above its gate. The gate bears a weathered stone plaque inscribed with the county's name. 115
- City walls — Described as imposing enough to resemble a “cold iron crown” upon the city. 115
- Outer City — Where Fang Yuan's family rents a small courtyard after relocating from Xueluo Village. 123
- Inner City — Contains prosperous districts and the heavily defended county yamen area. 191 347
- County yamen — Located at the county's center, serving as the administrative heart from which orders are issued to its towns and villages. 347
- Gate district — Initially crowded by countless refugees sheltering beneath the walls and along the official road. 115
- Streets and alleys — Narrow and winding, allowing skilled martial artists to move through the city unseen. 347
Government and Power Structure
Qinghe County's public order and political balance are shaped by the “Three Gangs and One Prefecture”: Black Tiger Hall, the Canal Gang, the Green Wood Gang, and the county yamen. 123
The county yamen holds formal authority through the Imperial Court, while the gangs and established Noble Families maintain their own territories, interests, and martial strength. 297
| Faction / Institution | Position in Qinghe County |
|---|---|
| County yamen | The formal governing authority; its magistrate, lieutenant, officials, and their families reside around the fortified inner administrative district. 347 |
| Black Tiger Hall | Long-standing ruler of the county's underworld, led by the Third-Rank Martial Artist Black Heart Tiger. 191 |
| Canal Gang | One of the three dominant gangs, led by Luo Sihai. 123 297 |
| Green Wood Gang | One of the three dominant gangs, led by Liu Ting. 123 297 |
| Noble Families | Multi-generational local households with deeper but less overtly aggressive foundations than the gangs. 297 |
| Stone Camp | The county's elite garrison force, normally stationed outside the city and numbering more than a hundred trained, armed soldiers—many of them martial artists. 297 |
Stone Camp
Stone Camp is the county yamen's principal military deterrent. Its soldiers receive rigorous training, use quality weapons and armor, and obey the county government's orders. 297
The force was brought into Qinghe County after County Lieutenant Wu's death, ostensibly to maintain public order and deter unrest. 359 366 Its arrival instead coincided with increased pressure on wealthy households, corruption, and violent incidents. 367 370 376
History
Refugee Crisis and Relocation
When Fang Yuan's convoy first reaches Qinghe County, the county walls offer a stark contrast to the desperate refugees crowded outside the gates. 115 Fang Yuan's family later settles in a rented courtyard in the Outer City with Zhao Tie's assistance. 123
Rising Martial and Political Tension
The county's balance becomes increasingly unstable as Black Tiger Hall, the Canal Gang, the Green Wood Gang, the county yamen, merchant groups, and local Martial Arts Schools compete for influence. 188 289 297
The Qinghe Arena is moved forward and becomes a major opportunity for local martial artists to gain sect recruitment, advanced cultivation methods, and a route toward the commandery city. 188 190 Its unusually valuable rewards and connection to the commandery-level tournament draw martial artists and representatives of major forces from outside the county. 295 357
Death of County Lieutenant Wu
County Lieutenant Wu's murder causes widespread panic in the county, particularly because he was both a Third-Rank Martial Artist and the official responsible for criminal justice and public order. 209 356
Following his death, County Magistrate Liu Wenhe considers possible Rebel Army involvement and brings Stone Camp into the city to suppress chaos. 359 366
Liu Wenhe's Administration
Under Liu Wenhe, the county yamen pressures local merchants and business owners to fund “public order” under threat of being treated as enemies of the county. 370 His administration becomes associated with extortion, bribery, and rumors that the county yamen orchestrated the robbery of Shopkeeper Li's household. 370 376 388
Eunuch Cao of the Imperial City Security Department arrives amid these disturbances, drawing commoners seeking justice against the local administration. 387 405 406 Records later confirm that Liu Wenhe dies, though Fang Yuan concludes that he had only been a minor participant in the wider handling of the Black Calamity. 506
Qinghe Arena Period
The approach of the Qinghe Arena briefly revives the county's commercial atmosphere. Lanterns are hung in the streets, restaurants fill with visitors, and martial artists from prefectural cities and other regions arrive in large numbers. 413
The event is regarded as far more significant than previous county competitions, with outside families, sects, and organizations sending people to observe or secure opportunities. 295 362 405
Black Calamity and Luoshui Village
Qinghe County is connected to the Black Calamity through Luoshui Village, a settlement under its jurisdiction. Official records state that rumors of “Water Ghost Claiming Lives” began there before County Magistrate Liu Wenhe ordered information sealed and villagers forbidden from leaving. 506
During the Yonghe Ninth Year, deaths in Luoshui Village rose beyond twenty, black mist spread outside the settlement, and passing travelers disappeared. The county yamen reported the matter to the commandery city, whose recorded response was simply: “Observe.” 506
By autumn, the Black Calamity had erupted fully; fewer than twenty of the village's more than three hundred residents survived. 506 Martial artists, including Chen Zhengyang and local gang leaders, were subsequently sent into the area and disappeared. 506
