Background / History
Sunagakure was originally the second-strongest of the Five Great Shinobi Villages, surpassed only by Konohagakure. Its standing collapsed through the First and Second Great Ninja Wars, internal turmoil following the Third Kazekage's disappearance, and prolonged attrition during the Third Great Ninja War. 14
During the Third Great Ninja War, Sunagakure joined Kumogakure's surprise assault on Konoha. The village committed numerous Jonin rather than Kage-level combatants, seeking to pin down Konoha's strongest fighters while avoiding the risk of losing its own strategic assets. 1 5 Konoha defeated the assault and subsequently concentrated its forces against Sunagakure after reaching peace terms with Iwagakure. 13
Sunagakure's defeat forced it into a humiliating treaty that transferred thirty percent of its mission share to Konoha. The Land of Wind's daimyo then reduced its funding, prompting Sunagakure to adopt an elite-focused military policy; its overall strength fell to last among the five great villages. Chiyo and Ebizō resigned their elder positions after the Fourth Kazekage took power, becoming effectively semi-retired. 14
