History

Conception and founding

At the future Hokage Rock, Hashirama, Madara, and Kyosuke discussed creating a village where children would not have to fight and clans could coexist. Kyosuke expressed his own wish to build that village. 36

Kyosuke later presented the hidden-village proposal to the Land of Fire's clans. He defined its purpose as a safe haven for every clan and proposed a Ninja Academy, improved medical ninjutsu, and a security force. He also acknowledged that the Uchiha–Senju war had to be resolved before the project could proceed. 143

The decisive Uchiha victory over the Senju ended in Hashirama's surrender. Kyosuke, Madara, and Hashirama jointly declared that the war was over, allowing the two clans to establish a united village. 191 At a subsequent high-level meeting, the name Konoha was chosen, along with a leaf symbol for forehead protectors and standardized ninja attire. 198

Early expansion

Kyosuke launched a recruitment campaign across the Land of Fire, promising protection and resources to anyone willing to settle in the new village. Large numbers of civilians migrated to Konoha, while Hashirama used Wood Release to construct housing and improve crop yields. 192

Konoha continued absorbing major and minor clans, including the Hyuga, Inuzuka, Hatake, Aburame, Kurama, Gekko, and Umino clans. Its registered population reached 120,000 and continued to increase as nearby settlements relocated to the village. 204

By Konoha's twenty-fourth year, it had developed beyond the scale of an ordinary village into the Land of Fire's largest city, with a permanent population in the hundreds of thousands and daily foot traffic estimated above one million. 271

High-level authority

Konoha initially had seven senior decision-makers: Kyosuke, Madara, Hashirama, Tobirama, and the heads of the Shimura, Sarutobi, and Fūma clans. 198

Hyuga Yayoi later became the fourth village elder alongside Kyosuke, Madara, and Hashirama. 205 The four highest authorities established an election process in which they voted first; if no consensus was reached, the decision would proceed to a public vote. 220

Military Police Force

Kyosuke proposed assigning the Senju Clan responsibility for Konoha's Military Police Force after an incident damaged the clan's public standing. Hashirama accepted the task, and the force was formally established. 213

Scientific Ninja Tools

Hyuga Yayoi completed Konoha's Scientific Ninja Tools program during the First Great Ninja War. The tools used pre-sealed ninjutsu scrolls, allowing users to unleash techniques without conventional hand seals. 262

Konoha Genin used these tools to reverse an ambush by Sunagakure and Kumogakure forces, demonstrating techniques such as mass Shadow Clones despite their limited personal strength. 263

Military strength

Kyosuke reorganized Konoha's clan-based forces before the conflict with Kumogakure, redistributing personnel to weaken individual clan influence and strengthen village unity. He appointed Uchiha Die, Sarutobi Sasuke, Senju Tobirama, and Uchiha Izuna as legion commanders, with Izuna serving as commander-in-chief. 225

Konoha's four publicly recognized Beyond Kage-level powerhouses were:
