As the series of fierce expansion campaigns finally came to a halt on Terminus Planet, the Fourth Civilization had more time to develop and consolidate the territories it had already occupied.
1. Kuna Cluster
The core of the Fourth Civilization lay in the Endor system, on Dawn Star Planet. During its first expansion, it extended its reach into the Kuna Cluster. Although the Kuna Cluster contained several habitable planets and resource-rich worlds, it remained largely undeveloped. Now, under the leadership of Governor Volgograd-Kanidi, the Kuna Cluster was undergoing colonization and development.
The Kuna Cluster continued the Fourth Civilization's previous policy, taking in large numbers of war refugees and resettling them there. In exchange for their labor, it offered relatively loose governance and lower tax rates.
At present, Atmospheric Modification Facilities had been built on the two habitable planets, Kuna's Tooth and Kuna's Tail, while the colonies continued to expand. In the Kuna's Eye System, the United Mining Group had constructed enormous interstellar mining stations to extract massive quantities of various resources.
With the ongoing colonization effort, the combined population of several colonies in the Kuna Cluster had already exceeded 700 million. These people came from nearly every race, with the Human race making up less than a quarter of the population.
Ever since Sector Governor Volgograd-Kanidi received Tang Xiao's approval and gained greater autonomy, he seemed like a different person. Once a habitual drunkard, he now merely had a couple of drinks each day and devoted himself fully to his work the rest of the time.
He handled the relationships between colonists of different races in the Kuna Cluster exceptionally well, never once resorting to violence.
The Kuna Cluster security forces and local defense fleet under his command also recruited extensively from other races. Although these forces were poorly equipped,
