Doctor Octopus's requirements were that the faction's research in engineering, fundamental physics, energy studies, and electronic automation reach a certain level; that it be capable of constructing enormous controlled-environment experimental facilities and picometer-scale industrial mother machines; and that its leader lean toward extremism.
Tang Xiao had been struck speechless by Doctor Octopus's final requirement. Thinking about it carefully, Ling Liang's final requirement also carried a strong bias. In other words, Legendary Class characters actually had requirements regarding the tendencies of both the leader and the faction.
No wonder... If it had been a peaceful, development-focused faction, Ling Liang could not have been awakened.
