Nature and Function
A Primarch's connection to their Legion is genetic and all-encompassing. The arrival of a Legion's Primarch can fundamentally alter its warriors' character and battlefield effectiveness; the formerly feral Ninth Legion became markedly more disciplined after meeting Sanguinius 144.
Primarchs hold absolute authority within their own Legions. Word Bearers consider questioning Lorgar's orders unacceptable, while Fulgrim directly commands the Sons of the Emperor's deployments, diplomatic policy, and internal discipline 128 67.
Their abilities vary greatly between individuals, but they consistently surpass ordinary humans and Astartes in combat, intellect, charisma, or specialized talents. Fulgrim's contingency planning is explicitly described as far beyond a mortal's capacity, while Perturabo can create automated production lines and heavy weapons on an extraordinary scale 6 169.

Role in the Great Crusade
The Primarchs lead the Imperium's major military formations and compete over how the Great Crusade should be fought. Fulgrim's proposal to operate Expeditionary Fleet 28 independently is initially opposed by her siblings, who consider its small force too risky 62 63.
The office of Warmaster is reserved for a Primarch able to balance military strength, political influence, inter-Legion cooperation, and public reputation. Following her work alongside other Legions and her victory at Ullanor, Fulgrim is appointed Warmaster by the Emperor 177.
Primarch rivalries can endanger the wider Imperium. Philus's resentment over Fulgrim's appointment is exploited by Medusa's Blade, while Horus reacts bitterly to losing the Warmaster title 177 190.
