Satellites from the various Pokémon Leagues had captured unusual movements among marine Pokémon across the world's seas. According to experts' predictions, their destinations were astonishingly consistent—they were all swimming toward the Pacific High Seas.

And... in those waters lay the High Seas Secret Realm, codenamed "High Seas," which observations suggested might be one of the largest known Secret Realms!

Through various special means, some Pokémon Leagues had also concluded that a deity resided within the High Seas Secret Realm.

And this deity was not one of the Class Two Legendary deities worshipped by the various Pokémon Leagues, but... a Class One Legendary!
