History
Third Shinobi World War
At the beginning of Konoha Year 47, Konoha was already at war with Kumogakure while Namikaze Minato was gaining prominence against the A–B Combination 1 2. The conflict widened into a multi-front war involving Iwagakure, Kumogakure, Kirigakure, and eventually Sunagakure; Konoha was pushed as far back as Kikyo Mountain in the war’s most desperate period 31.
Konoha’s High Command was criticized for strategic failures, including deploying the Fire Release-specialist Uchiha against Kirigakure’s Water Release forces while continuing to marginalize the clan 31. Despite this, Konoha later fought Iwagakure and Kumogakure simultaneously, fielded a force of more than a thousand ninja, rotated troops for rest, and paid unusually high war pensions 39.
Clan Realignment
Hyuga Shin’s destruction of the Hyuga Main Family, theft of Root intelligence, and attempted assassination of Hiruzen Sarutobi triggered a major internal crisis. Minato killed Shin, while the surviving Hyuga shifted their support toward Minato 37.
The Uchiha, Hyuga, and Minato subsequently formed a wartime political and military alliance. Hiruzen Sarutobi permitted the alliance and committed resources to it; Uchiha ninja began teaching ninjutsu to Hyuga members, significantly expanding Hyuga combat options beyond close-range Gentle Fist fighting 39 40.
The alliance changed Konoha’s internal balance:
- Hyuga ninja used the Byakugan to guide long-range shuriken and explosive-tag attacks from cover, alarming the High Command 44.
- The Uchiha Military Police Force opened recruitment to civilian ninja and smaller clans, increasing both its strength and public support 43 51.
- Minato established the Konoha Security Force, while the Uchiha relinquished control over it to encourage broader inter-clan cooperation 44.
- The revived Senju faction received material support from both the Uchiha and Hyuga clans, forming a powerful young political bloc with Minato 50.
Konoha’s Spring
The conflict between the old leadership and the Uchiha–Hyuga–Senju coalition escalated into what was described as Konoha’s most brutal civil war 74. The families of the four High Command members were exterminated during the uprising, leaving the old regime unable to reverse the coup 73.
The Ino–Shika–Cho clans ultimately chose not to fight Senju Gō’s faction. Hiruzen Sarutobi, Utatane Koharu, and Mitokado Homura were captured; Koharu and Homura were executed, while Hiruzen died after falling from a Wood Golem 76. Senju Gō then declared himself the Fourth Hokage and was formally appointed after the funeral 76 77.
War of Unification
Konoha faced a renewed coalition war when Kirigakure, Kumogakure, and Iwagakure formed the Alliance Against Konoha; Sunagakure later joined them 65 81. Konoha survived the encirclement through its reorganized military, the support of Akatsuki, and the overwhelming strength of its leading ninja.
Key outcomes included:
| Conflict / Development | Outcome |
|---|---|
| Kirigakure front | Su Nuo destroyed a Kirigakure forward stronghold in a single attack using Flying Thunder God and Sage Art: Super Tailed Beast Rasengan 82 |
| Kirigakure and Sunagakure | Both villages collapsed during Konoha’s counteroffensive 96 |
| Kumogakure | Konoha defeated Kumogakure and sealed the Eight-Tails into Uchiha Miya 107 |
| Iwagakure | Iwagakure withdrew and surrendered, but Konoha rejected compromise and continued its expansion 109 |
| Five Great Nations | The Five Great Nations submitted to Konoha as the War of Unification entered its final stage 115 |
Following the submission of the great nations, the noble class was eliminated and ninja became the world’s ruling force 115.
Later Crises
One year after unification, Konoha had reached a population of 300,000 and experienced major economic and infrastructure growth 116. This stability was threatened when Uchiha Madara attacked Konoha using Hashirama’s body and the Demonic Statue of the Outer Path 129.
Madara was eventually sealed in the Kamui Dimension, but the conflict caused severe losses, including the deaths of Kushina Uzumaki, Senju Miyo, and Jiraiya 137. Konoha later faced the Sage of Six Paths after Su Nuo killed Madara, absorbed his body, became the Ten-Tails’ jinchūriki, and began absorbing Tailed Beasts 141.
Government and Reforms
| Reform / Institution | Measures and effects |
|---|---|
| Ninja reorganization | Ninja units were dispersed and reorganized after Senju Gō took office. Large quantities of ninjutsu were made available to improve civilian ninja capability and secure loyalty during wartime 79 |
| Militia system | Civilians could join paid militias, perform minor public-safety work formerly assigned to genin, and potentially gain a path toward becoming ninja 79 |
| Medical security | A medical-security system was introduced, allowing citizens to pay annually for reduced treatment costs; ninja medical insurance was also planned 79 |
| Urban construction | Ninja missions expanded beyond combat to road paving, sidewalks, farmland reclamation, irrigation, defensive works, and other infrastructure projects 79 105 |
| Abolition of daimyō rule | The Land of Fire’s daimyō was killed, and Konoha announced a new political order without daimyō or national borders 98 |

| Compulsory education | Free schooling was extended beyond ninja to civilians through the Compulsory Education Law 102 |
| Konoha Charter | A foundational legal project intended to establish the basis for future Konoha law 113 |
| Guardian Ninja system | One Guardian Ninja was to be selected per 10,000 people from qualified ninja or civilians. Their duties included legal deliberation, anti-corruption oversight, and research approval 113 |
| Cadre Selection Mechanism | Administrative authority was tied to combat strength, mission records, achievements, and Cabinet review 113 |

| Regional Guardian Ninjas | Representatives selected from each region to participate in supervision, legal deliberation, and project approval 113 |

Economy and Society
- Konoha’s wartime economy supported high pensions and troop rotation even while fighting multiple major villages 39.
- The Root Plan brought industries including salt, tap water, and iron under Konoha control; these sectors reportedly accounted for roughly 70% of all industry in affected regions 102.
- Root’s first phase established control over several Land of Fire cities, prompted migration toward Konoha, and substantially increased Konoha’s financial resources 103.
- High-tech factories were relocated to Konoha, creating jobs and accelerating economic growth, though the greatest gains initially went to major clans with extensive land holdings 102.
- Konoha’s population rose from under 100,000 before major expansion to around 150,000 during the establishment of the Guardian Ninja system, then reached 300,000 one year later 113 116.
- By Konoha Year 48, Konoha had expanded its infrastructure, power generation, urban construction, and commercial districts to the point that it was described as a city that nearly never slept 116.
