Background / History
Hiruzen became Third Hokage with Mito Uzumaki’s support at a time when not all clans accepted his succession. To consolidate authority, he established the Anbu and later created Root as an Anbu training department under Shimura Danzo. Root gradually became answerable to Danzo rather than the Hokage, leaving Hiruzen unable to determine even its membership or internal structure. 34 157
He trained the three ninja later known as the Konoha Sannin: Jiraiya, Orochimaru, and Tsunade. By the time of the story, his relationship with each had become strained by war, personal loss, and Orochimaru’s pursuit of forbidden research. 156 166 287

Hiruzen attends Kakashi’s early-graduation assessment, commends the young Hatake’s talent, and formally approves his promotion to genin. He then addresses the students on the Will of Fire and their duty as Konoha’s next generation. 10 11

Conflict with Danzo
Danzo’s growing independence through Root becomes one of Hiruzen’s central political problems. Although Hiruzen recognizes Root as a potential danger to Konoha, he initially continues relying on Danzo because covert operations require someone willing to act in the shadows. 34
When Danzo attempts to pressure him into capturing Cloud ninja, Hiruzen calls for a Jonin vote and isolates him politically. 97 He later removes Danzo from Root’s leadership and confines him to the Shimura compound, though this sidelining is explicitly temporary. 158

Third Shinobi War
As Sunagakure’s actions in the Land of Fire intensify, Hiruzen recognizes that war is inevitable but initially relies on small squad operations rather than broad military mobilization. 103 117
After receiving Minato’s intelligence, he dispatches Jiraiya to the Land of Wind. 112 Once war begins, he receives Orochimaru’s reports from Mount Kikyo, summons Tsunade to counter Chiyo’s poisons, and humbly apologizes for the grievances between them. 166
He also leads strategic meetings during the war, ultimately ordering Konoha’s forces to retreat from the front lines and defend Mount Kikyo against Sunagakure’s coming offensive. 208 210
Veigar’s Rise
Hiruzen promotes Veigar to Jonin for his battlefield achievements, but also attempts to draw him back into the Anbu because Veigar’s fame is expected to attract assassins and spies. 229
He secretly observes Veigar’s training and becomes concerned that the boy’s future power could rival the First Hokage’s. Hiruzen considers eliminating Veigar if he cannot be controlled, while simultaneously seeking to secure Veigar’s training methods and loyalty. 234 235
Hiruzen and Danzo later use Veigar as bait to attract spies and assassins into Konoha without informing him, seriously worsening Veigar’s opinion of both leaders. 238
Orochimaru’s Betrayal
After evidence links Orochimaru to village disappearances, Hiruzen confronts his former disciple’s human experiments personally. He summons Enma and declares that Orochimaru must be imprisoned. 286
Despite having the advantage, Hiruzen hesitates when Orochimaru flees. He allows him to escape, then orders the laboratory sealed and Orochimaru’s subordinates monitored rather than immediately purged. 287
Fourth Hokage Succession
Although he initially regards Orochimaru as the most suitable successor and doubts Minato’s political ruthlessness, Hiruzen eventually decides that Minato must become Fourth Hokage to prevent Danzo from taking the office. 263 288
At the Daimyo’s Mansion, Hiruzen publicly rejects Danzo’s self-nomination and recommends Minato. The Daimyo and Konoha’s representatives approve Minato’s appointment. 289

Loss of Influence
Following Minato’s succession, Hiruzen continues to reprimand and guide him publicly, leading Veigar and Uchiha Fugaku to view Minato as a puppet Hokage. 291
