Background
Konohagakure was founded by Hashirama Senju and Madara Uchiha after the Senju and Uchiha ended their Warring States-era conflict. The Senju were initially the Ninja World's most prosperous clan and a central force in the new village. 1 33
After Hashirama and Tobirama Senju died, the Senju declined sharply. The deaths and departures of Hashirama's descendants further eroded the clan's standing, leaving it with political influence through the Senju Lineage but little of its former martial prominence. 1

Hiruzen Sarutobi's Administration
Hiruzen inherited a village whose political and economic benefits had already been divided among powerful groups. His inability to decisively reform the Senju issue, restrain the Uchiha conflict, or centralize authority became a major source of criticism during the Third Great Ninja War. 236 322
Danzō's Fourth Hokage Administration
