After learning the test results, William Russell, the company's owner, expressed great satisfaction and ordered The Hive to begin small-scale mass production of Personal Halos.

The Personal Halos produced during the initial phase would all be handed over to Admiral Mike O'Donohue, who was responsible for the Great Expedition, to be deployed against and used to intimidate remnants of the Covenant's star systems as circumstances required.

The company's owner also expressly stipulated that only high-ranking A-Class Employees and the Olympus Board of Directors had permission to use Personal Halos.
