Narrative:

Because Umbrella, the UEG, and the UNSC had once focused on improving the combat capabilities of their fleets and troops, they had paid relatively little attention to civilian technologies.

Nevertheless, the living environments in most cities and colonies remained extremely comfortable, safe, and prosperous—several orders of magnitude better than society before 2006.

The only shortcoming was that constructing Dome Cities on Earth-like Planets was time-consuming and labor-intensive, while Earth-like Planets similar to Earth were exceedingly rare.

Following the end of the war with the Covenant, the establishment of a United Government between humanity and the Sangheili, and the smooth progress of the Great Expedition as it systematically expanded its territory, Umbrella began placing greater emphasis on developing civilian technologies.

The first priority was technology that would make the colonization process more convenient and safer.

Before humanity went to war with the Covenant, its approach to colonization was to search for star systems rich in mineral resources and determine whether those systems contained suitable Earth-like Planets.

Generally speaking, star systems with abundant resources also had Earth-like Planets.

However, these Earth-like Planets were generally desolate. Most were "barren," like Mercury in the Solar System, devoid of life. Even Earth-like Planets like Mars were rare.

Therefore, Umbrella Engineering Team personnel would travel with the colonization and exploration fleets of major companies and corporations to valuable star systems. Their numbers usually ranged from several hundred to several thousand.

The Engineering Team would identify low-risk areas on the surfaces of Earth-like Planets, offer outsourcing contracts to explorers and colonists, and then jointly construct Dome Cities.
