A Star Killer-class Flagship belonging to Umbrella's Fleet Zero hovered fifty thousand meters above the surface of Washington. Even from about fifty kilometers away, people standing on the city's streets could still clearly see the outline of Umbrella's largest warship.

William had also recruited local veterans and police officers. After having these locals sign Confidentiality Agreements and contracts, he equipped them with Mechanical Skeletons and conventional firearms, allowing them to serve as security personnel and cooperate with the local police departments.
Under Umbrella's administration, public security in the United States had greatly improved. Originally, a robbery occurred every fifteen seconds.
People no longer had to live with firearms carried on their person and kept in their cars, nor did they have to put
