At least in High Engineer's view, that statement was not entirely correct. More precisely, biotechnology ended in theology.
Build the Carbon Throne, establish the carbon-based divine system, and then undergo genetic ascension.
These few steps required prerequisites of, at minimum, the fourth, fifth, and sixth tiers.
In theory, an option like "genetic ascension" could be completed by a single person.
But in reality, that was utterly impossible. Just building the "Carbon Throne" required tens of millions, even hundreds of millions, of mutated genes. Without a carbon-based civilization backing it, there was no chance of making it happen.
That was why High Engineer had been so shocked upon hearing that the Supreme One had established a divine system.
"Could this Supreme One have genetically colonized a fifth-level civilization?"
Zombie High Engineer shrugged, nearly shaking off the chunk of rotten flesh hanging from his shoulder.
"I'm not sure. According to this body's memories, after the 'alien' left back then, Supreme One Hun Jie appeared on this planet and planted the seeds of the genetic fruit in this body. That was also why this body was able to give birth to intelligence."
"So it wasn't messing around like the 'Memory Motherbody,' but continuing the unfinished biological experiment from the cyber test site."

This was different from what High Engineer had imagined. But soon, his expression turned grim.
"So if I ate this body, that Supreme One would definitely come looking for trouble?"
