The Domain of Rule!

The Overseas Islands, Port Nyanzaru.

The sturdy city walls had been reinforced once more. With the population still growing, Port Nyanzaru had been forced to widen its main gate and add two side gates. It was now a large city of over fifty thousand people, though it counted its population differently from other cities. Fewer than thirty thousand people were registered as citizens: roughly twenty thousand Half-Elves and ten thousand humans. The human citizens were mainly pirates, merchants, and soldiers.

At that moment,

a large crowd had gathered at Port Nyanzaru's gates. Even with the Security Squad maintaining order, the scene was somewhat chaotic. Port Nyanzaru had developed its own order, and people were gradually adapting to and becoming part of daily life there. Something important had to be happening to draw so many people. Even merchants from the port had come, along with the city's residents.

Notices had been posted all along the walls.

People stood nearby to explain them, since few could read. Most merchants understood them without help, though, and many had eyes shining by the time they reached the later notices.

The first notice concerned a census.

Port Nyanzaru would conduct its first census. Everyone with citizenship would be registered, and those who had contributed enough to the city would receive the title of Honorary Citizen. They would have priority access to the city's benefits and educational resources, as well as the right to stand for positions among its officials. The census would be broad, covering Half-Elves, humans, indigenous slaves, and others. Commoners would also be counted this time, making the city easier to govern in the future.

The second notice concerned colonial land reclamation.
