The spiritual bodies of the worshippers were not yet true life forms after all, so Soren could not transform them directly into Petitioners on the Material Plane, thus retaining the characteristics of spiritual bodies without creating new flesh for them. The creation of Petitioners was very much like the Abyssal Blood Pool reincarnation of The Abyss, where many deities used similar tools to transform the souls of worshippers into new lives upon receiving them.
The quality of the other nine souls was not exceptional enough.
