A number of dead fish floated near the surface, poisoned almost entirely, and the corpses of the Naga Race were visible further out. Aside from those, many ferocious manta rays drifted about. An intense battle had clearly just taken place here, though the opposing sides were not land-dwelling races, but rather the Naga Race and various other marine creatures inhabiting the ocean. Quite a few of them were rare marine creatures in the Material Plane, including Deep Lurkers, which could only be seen in The Abyss.
"They are Dagon's worshippers."
A half-elf with heavy clerical features looked solemnly at the sea surface, then spoke to the attendants behind him: "Send the word back to Port Nyanzaru immediately. It looks like the Temple of the Sea has gone to war with the Abyssal Lord, Dagon!"
The deep-sea war had erupted.

As an Obyrith ruling the deep sea, he wanted to seize dominion over the oceans of the Material Plane, and the Goddess of the Sea was an enemy Dagon had to bypass. It could be said that without thoroughly defeating the Goddess of the Sea, it would be difficult for Dagon to extend his tentacles into the Material Plane.
