Background / History
Hiruzen became the Third Hokage while major clans, particularly the Senju and Uchiha, were dissatisfied with his succession. To stabilize his authority, he took Tsunade, Orochimaru, and Jiraiya as disciples to appease the Senju, while politically sidelining the prodigy Hatake Gengetsu. He remained one of the few people who remembered that Gengetsu had graduated from the Ninja Academy within a year. 4
Under Hiruzen’s leadership, the Sarutobi clan rose as the Senju and Uchiha declined. Hiruzen cultivates the image of a kind, magnanimous old leader, but repeatedly acts as a pragmatic and ruthless politician when Konoha’s stability or his authority is threatened. He is capable of decisive leadership under military pressure, personally leading reinforcements when Konoha faces a large-scale invasion. 58 59 However, his political choices alienate allies and disciples: he orders surveillance on Gengetsu, attempts to bind Minato to his faction through an Anbu appointment, and chooses Orochimaru as a scapegoat following Shisui’s death. 28 34 40
Despite his calculating nature, Hiruzen is deeply vulnerable where his family is concerned. He cannot bring himself to strike the reanimated bodies of Shinnosuke and Asuma with full force, and Danzō’s deception about Asuma’s whereabouts drives him to kill his former comrade in rage. 97 156

Gengetsu’s return after twenty years revives the consequences of Hiruzen’s earlier maneuvering against him. Hiruzen receives Gengetsu’s warning, remembers his former prodigy status, and orders Shinnosuke to cease acting on Danzō’s directions. 4
Hiruzen publicly forgives Gengetsu for destroying the Hokage Rock, but Gengetsu’s methods—especially his willingness to abandon comrades for mission success—place Hiruzen in a politically difficult position. 6 9
Shinnosuke’s Death and Internal Division
