Tsuru's expression shifted. She wasn't sure if Sengoku meant what she thought he meant.
"Let's wait until Zephyr, Garp, Borsalino, and Issho get here before we discuss it!"
Sengoku furrowed his brow, deep in thought.
He'd only summoned Garp, Borsalino, and Issho because all three were at Marineford.
Garp was still locked up in the prison.
After returning from Water Seven, where he'd gone to stop Sakazuki, Sengoku had cursed Garp's ancestors for eighteen generations, then personally gone to Mary Geoise to explain things to the Five Elders and attend a meeting.
He'd been absolutely furious.
Garp knew he was in the wrong, so he'd obediently stayed in prison, constantly urging Tsuru and Zephyr to put in a good word for him with Sengoku. He couldn't have been more obsequious.
Garp was lucky to have a comrade like Sengoku.
