Background

Stussy began as the World Government’s undercover CPO agent in the underworld. While reorganizing the Red Light District, she was already regarded as a dangerous beauty whose influence was growing toward the level of an underworld boss. Her deputy at the time was Lombart. 74

Chaos exposed her CPO identity shortly after meeting her. Unable to defeat him or escape his Birdcage, she accepted his offer to live and join him rather than die. 75 76 Although she initially maintained contact with CPO agents and claimed that Chaos’s gold powder forced her to remain close to him, the World Government was already testing her loyalty. 107 108

Chaos confronted her over the planned capture operation, forcing Stussy to choose a side. She refused to capture him, offered to lure the CPO agents into a trap, and personally killed four of them once Chaos had immobilized the group. 109 110 This severed her path back to the World Government.

Afterward, Stussy returned to Joy Island and purged former Red Light District subordinates who had betrayed her to CP9. She ordered loyalists rewarded, traitors eliminated, and her scattered businesses reorganized. 156 Her organization had suffered major losses and encroachment from other underworld powers, but she retained control of its headquarters and began rebuilding its wider network. 159 164

She is also ruthless when authority is challenged. Upon reclaiming Joy Island, she executed former confidants who had betrayed her, including people who had followed her for over a decade. 156 Her later decrees at the Gaia Conference—purging corrupt officials, demanding tribute, and threatening kingdoms—further established her as forceful and uncompromising. 647

Within the Richest Group, Stussy is practical and responsible.
