For one thing, no one in all of Noxus could deal with the Black Rose. In Noxus, the Black Rose was the absolute ruler.

Or rather, all of Noxus had been built on the Black Rose's operations. Though the Black Rose was occasionally wiped out, that was simply because she wanted to cleanse the organization from within.

After all, any organization that operated for long enough would develop problems. It didn't matter how wise and capable its leader was.

There would always be someone bringing an idiot into the organization and then trying to make the idiot seem less idiotic. No matter how hard LeBlanc tried, she couldn't stop idiots from joining the Black Rose forever.

So LeBlanc's control over Noxus was quite powerful. It only weakened at certain times.
