History
Postwar crisis
Konoha entered the postwar period facing severe instability. Tobirama Senju's death and the apparent breach of its Defensive Barrier prompted multiple clans to mobilize for a possible last stand 20. During negotiations with Kumogakure, Konoha accepted a 4 billion ryo indemnity and used Tobirama's returned body and funeral to raise additional funds rather than restart the war 28.
When Uchiha Nan became the Third Hokage, clan leaders immediately demanded repayment of approximately 11 billion ryo in village debts 40. Konoha's financial weakness was treated as a direct security threat: without money, it could not sustain defenses against rival villages 24.
Reconstruction and industrialization
Under Uchiha Nan, Konoha shifted away from relying solely on Daimyo funding and ninja commissions. It invested in manufacturing, commerce, agriculture, entertainment, and resource control with the aim of becoming economically self-sufficient 48 149.
Within months, Konoha's treasury reportedly held more funds than the other four Great Shinobi Villages combined, allowing rapid reconstruction and broad public spending 82. Its population increased by nearly a quarter as refugees were absorbed into factories, construction projects, and expanding infrastructure; financial revenue exceeded 15 billion ryo 93.
Konoha acquired nearly a quarter of the Land of Fire's iron ore and used the resulting supply chain to advance industrialization 93. It later developed new districts, commercial centers, housing, factories, power plants, railways, and a large-scale electricity network powered primarily by Tailed Beast chakra 99 112 182.
Regional expansion
Konoha concluded the Hot Water Village Accord with the other Great Shinobi Villages, prohibiting attacks among them for five years and establishing joint responsibility for maintaining peace 109. It also formed an alliance with Sunagakure and offered assistance for the Land of Wind's environmental and economic problems 105 109.
Uchiha Nan's forces conquered Kusagakure in just over a month. Konoha and the new Kusagakure publicly described the campaign as a response to internal rebellion, after which Konoha established the Konoha United Fruits Company to dominate the Land of Grass's banana trade 154.
Konoha later intervened against the Sky Ninja Village through a Five Kage Alliance. Although the Sky Ninja Village could not initially be located, Konoha participated in the subjugation and division of the Land of Sky, gaining access to its resources and technical personnel 221 235 240.
Unification of the Ninja World
As Konoha's economic influence spread, other villages began copying its industrial and political reforms. Its goods, businesses, publications, and commercial branding became widespread even in Iwagakure 182 242.
Uchiha Nan formalized the Summit of the Five Kage as a recurring institution centered in Konoha. The four other Great Shinobi Villages stationed diplomats there, while smaller villages were allowed to participate in discussions 249 250.
After Uchiha Nan attained Six Paths-level power, the Four Great Shinobi Villages and smaller factions surrendered to Konoha. A new government was established under Konoha's leadership, declaring all ninja in the world to be part of Konoha and treating other armed forces as illegal 337.
Government and Administration
| Institution / Policy | Function |
|---|---|
| Hokage administration | Uchiha Nan directs Konoha's political, military, economic, and diplomatic strategy as Third Hokage 40 81 |
| Nara Clan administration | Nara Shikaku and other Nara personnel manage the Hokage Building's expanding administrative workload 82 |
| Ninja Academy | Proposed under Uchiha Nan to train future ninja and provide differentiated education for students of varying talent 81 99 |
| Science and Technology Department | Created to develop technology and coordinate research beyond traditional ninjutsu 81 |
| Green Card System | A residency system used to attract outside ninja and encourage migration to Konoha 244 264 |
| Five Kage Building | Originally built for the regular Kage Summits; later remained a venue for Ninja World-wide negotiations 250 352 |
Economy and Infrastructure
| Sector | Development |
|---|---|
| Iron and steel | Konoha acquired nearly one-quarter of the Land of Fire's iron ore and pursued industrialization through control of iron and steel demand 93 |
| Electricity | Tobirama combined ninjutsu and technology to create electrical appliances, while Konoha's power generation relied largely on converted Tailed Beast chakra 112 |
| Construction and housing | New urban districts were financed by selling housing and commercial properties to merchants and nobles; Konoha property values surpassed those in the Land of Fire's capital 99 98 |
| Transport | Old roads were widened and repaved with cement, while later railway construction accelerated Konoha's population growth and economic reach 96 182 258 |
| Industry | Factories expanded from Konoha into major Land of Fire cities, drawing workers away from tenant farming 127 |
| Arms trade | Konoha developed and sold grenades, firearms, and other equipment while manipulating Explosive Tag prices to dominate smaller villages' markets 184 186 |
| Trade companies | The Konoha United Fruits Company organized banana production, transportation, and sales across the Land of Grass 153 154 |
| Taxation | Taxes became a major source of revenue; businesses benefiting from Konoha's market, technology, labor, and protection were required to pay heavily 264 |
Science and Technology
Applied Ninjutsu
Konoha treats ninjutsu as a productive tool rather than solely a means of combat. Its leadership promotes using chakra, elemental techniques, and scientific methods to develop industry and improve living standards 242 258.
- Electrical appliances such as lights, heaters, water heaters, and fans were developed through Tobirama Senju's research 112.
- Konoha sought the Sky Ninja Village's machine tools, technical personnel, and advanced engineering knowledge to accelerate its own research 221 240.
- The village pursued research into artificial Kekkei Genkai and the scientific analysis of chakra and ninjutsu 258.
- During the Golden Age, the Science and Technology Department developed standard construction templates, spatial teleportation, artificial suns, and cloning technology 362.
Sealing and Barrier Research
Konoha funded Mito Uzumaki and sealing specialists to develop sensory barriers and sealing techniques against Yin–Yang Release, stealth, and escape techniques 149.
- These measures were designed specifically to detect infiltrators such as Black Zetsu 149.
- Konoha later used a new sealing technique, developed with Tobirama's assistance, to seal Black Zetsu 187.
Military
Konoha remains a ninja village with substantial military capacity despite its industrial transformation. Its military power, economic strength, and ability to mobilize elite ninja are central to its political influence 174 242.
- Konoha maintained a Defensive Barrier around the village during the early postwar era 20.
- Its forces include ANBU units, Uchiha direct military corps, reserve forces, and elite Jonin squads 221.
- The Shadow Guard conquered Kusagakure alongside Uchiha Nan 154.
- Konoha convened the Five Kage Alliance to counter the Sky Ninja Village's aerial forces and Zero-Tails threat 221 235.
- The village's arms industry introduced grenades and firearms, though ordinary guns were not expected to threaten opponents beyond the highest combat tiers 184.
- After unification, Konoha employed Impure World Reincarnation on a large scale for labor and technological development 362.
External Relations
- Land of Fire and its Daimyo — Konoha was nominally funded by the Land of Fire but increasingly became economically independent and politically dominant. The Daimyo ultimately accepted a joint-management arrangement with Konoha 95 310 311.
- Sunagakure — Allied with Konoha after the Hot Water Village Accord. Konoha offered trade, chakra purchases, labor recruitment, educational exchanges, and environmental aid 105 109.
- Kumogakure — Initially paid Konoha an indemnity after Tobirama's death. Later accepted Konoha-backed reconstruction agreements involving funding, resource access, tariffs, and corporate control 28 246.
- Iwagakure — A commercial rival and political concern that became increasingly dependent on Konoha-made goods, factories, and business models 182 241.
- Kirigakure — Konoha attracted persecuted Kekkei Genkai clans and received interest from Kirigakure ninja seeking better treatment and residency 145 240 243.
- Amegakure — Officially treated by other powers as a destabilizing force, while Konoha remained publicly neutral and materially supported the Land of Rain 199 242.
- Kusagakure and the Land of Grass — Conquered and reorganized under a Konoha-backed leadership and the Konoha United Fruits Company 153 154.
- Sky Ninja Village — Regarded as a technological and military threat because of its aerial fortresses, artificial Zero-Tails, and air superiority; Konoha organized a multinational response to obtain its technology and eliminate the danger 184 221 235.
Alternate-World Konoha
A separate Konoha exists in the world visited by Uchiha Nan and Tobirama Senju. Unlike their prosperous home village, this counterpart suffered severe corruption, fiscal deficits, weakened military strength, and debt from rebuilding after the Nine-Tails attack 314 319 320.
Following Danzō Shimura's death, Tobirama investigated the village's decline and forced a leadership transition. With Tsunade absent, he became acting Hokage, though he lacked a personal power base and had to rely on Hiruzen Sarutobi's subordinates to execute orders 319 320.
