History
Founding and early political structure
Konoha was originally formed through the Senju Clan's influence during the Warring States era. To convince hostile shinobi clans to join a shared village, the Senju made promises and agreements that protected clan interests and autonomy. 111
The village was founded with the stated goal of keeping children off battlefields. Senju Hashirama and Senju Tobirama also considered eliminating the Land of Fire's Daimyo and nobility, whom they viewed as exploiters of civilians and a competing center of power. 193 238
Under Tobirama, the Uchiha were assigned responsibility for the Konoha Military Police Force. Uchiha figures later characterize this assignment as a deliberate means of isolating the clan from civilians and other shinobi clans. 24 401
Uchiha conflict
By Sarutobi Hiruzen's administration, the Military Police Force had reportedly lost its intelligence, counter-espionage, and interrogation functions, retaining public-order duties alone. The Uchiha regarded this as part of their political marginalization. 24
Following Namikaze Minato's death, conflict between the village leadership and the Uchiha escalated. Root and Anbu forces operated around the Uchiha compound, while Uchiha Jin exposed and resisted plans to eliminate the clan. 4 5 6
The Uchiha eventually regained their ancestral land in the village center and reformed the Military Police Force around evidence and strict procedure. 33 37
Division into Old and New Konohagakure
Uchiha Jin founded New Konohagakure and declared himself its Hokage. His position was supported by a genuine authorization document from the Daimyo, while multiple shinobi clans withdrew from the old village under historical treaty rights. 108 109 111
Two years after the split, New Konohagakure was described as organized, well-funded, and busy with mission commissions. Old Konohagakakure faced delayed wages, financial strain, defections, and political tension. 113
New Konohagakure later took action against Old Konohagakure through encirclement, labor reform plans, and military operations against Root remnants. 133 143
Unification and expansion
After the Five Kage Summit, Konoha gained diplomatic prestige through the joint declaration against Akatsuki. It then expanded its administration, abolished the Mission Hall, and established five war zones to govern cities and recruit samurai. 227 242
Konoha absorbed refugees and controlled regions near the Land of Fire while maintaining order through military administration. Its ability to rapidly deploy powerful shinobi contributed to internal stability. 292 301
After the Shinobi World unified, Uchiha Jin's Hongmeng Tower activated, marking a new stage in Konoha's power and his own cultivation. 347

Institutions
Konoha Military Police Force
The Military Police Force was an Uchiha-led institution responsible primarily for public order after its other functions were removed under Hiruzen's administration. 24
Uchiha Jin's reforms required evidence-based procedures and deliberately slowed cases to prevent the force from being used as a tool of the higher-ups. 27 37
- Uchiha Yashiro was assigned to lead the reopened force. 35
- Uchiha Fugaku later led its forces in operations supporting New Konohagakure. 133
- The force became part of the Uchiha faction's broader security structure. 73 133
