Background / History

Fugaku initially led the Uchiha through appeasement of Konoha’s leadership. He sought peace through endurance, compromise, and the clan’s eventual integration into the village, believing the Uchiha could not defeat Konoha in open conflict. He had previously declined a proposal to ignore Danzō’s orders and aid Minato during the Nine-Tails incident; afterward, the clan was isolated and removed from its ancestral land. 3 10

He attempted to use Uchiha Jin as a political pawn while taking credit for the clan’s improving position. Jin publicly challenged him at Naka Shrine, exposing the clan’s losses and Danzō’s possession of Sharingan. Fugaku’s authority collapsed as the Radical Faction built its own fortified base and absorbed most of the Moderate and Middle Factions. 8 9 10 15

Though he retained the titles of Clan Head and Police Chief, Fugaku could command only a small remnant of loyalists. His inaction left the Police Force nearly empty, frustrated Sarutobi Hiruzen, and led even trusted subordinates such as Inabi to defect to Jin. 16 17 19 21

After witnessing Hiruzen’s undisguised hostility and learning of the higher-ups’ role in eliminating or suppressing powerful figures, Fugaku abandoned his previous faith in the village. He committed himself to the Uchiha’s defense and joined Jin’s cause. 37 38

During the Uchiha operation against Root and Konoha’s leadership, Fugaku confronted Hiruzen alone, revealed his Mangekyo Sharingan, and demanded the return of Shisui and Itachi. He then used clan authority to seal their chakra, remove Shisui’s eyes, and withdraw both from Anbu service, arguing that preventing Uchiha civil war and preserving the clan outweighed their individual wishes. 49 50 51

Jin later declined the Clan Head and Police Chief positions, leaving Fugaku in charge. In New Konohagakure, Fugaku remained Police Chief while coordinating the arrival and integration of allied shinobi clans. 57 73 117

During the Uchiha massacre crisis, Fugaku helped organize the clan’s defense after Shisui exposed Itachi’s intended betrayal and Obito’s involvement. He used his Mangekyo against Obito despite the risk of blindness, then abdicated as Clan Head and nominated Shisui to lead the Uchiha. 390 400 401

Personality

Fugaku initially presented himself as dignified and authoritative, but his leadership was defined by caution taken to paralysis. He feared provoking Konoha’s higher-ups, repeatedly delayed decisive action, and preferred preserving a fragile peace even as Root targeted Uchiha clansmen. 3 10 15 20

His failures did not come from indifference to the clan. He was deeply concerned for its survival, but believed restraint and compliance offered the safest path. This outlook changed only after he saw Hiruzen’s hostility for himself and accepted that compromise had not protected the Uchiha. 22 37 38

After this realization, Fugaku became markedly more forceful. He was willing to use severe punishment against Shisui and Itachi, threaten Hiruzen directly, and sacrifice his own eyesight to defend the clan. He also accepted responsibility for his failed leadership by relinquishing the Clan Head position when Shisui had earned the clan’s trust. 49 50 400 401

Mangekyo Sharingan

Fugaku awakened his Mangekyo Sharingan long before publicly revealing it. He concealed it because he feared that Konoha’s higher-ups would become even more wary of him and the Uchiha. 17 49
